Project HOPE Nigeria (otherwise referred to People-to-People Health Foundation Nigeria) is a registered non-profit, non-governmental organization working in Nigeria in areas of HIV & AIDS, Tuberculosis, OVC, RMNCAH & Malaria intervention services.

Job Title: Country Representative and Senior Advisor (Systems Strengthening), Global Health

Country Representative and Senior Advisor (Systems Strengthening)

  • The primary role of the Country Representative and Sr Advisor (Systems Strengthening)  is to provide technical leadership and assistance for OVC programming with emphasis on strengthening social service systems and building capacity of the social welfare workforce (formal and informal) in Lagos State.
  • The Sr Advisor (Systems Strengthening) reports to the Chief of Party and will lead Project HOPE’s technical team for better planning, financing, delivering and monitoring high quality services to protect and care for OVC in the ARFH ICHSSA Lagos Program.
  • S/he will be responsible for designing and implementing operational plans and leading program activities.
  • S/he will provide technical leadership on all aspects of health systems to improve the quality of OVC service delivery by local and state government as well lead efforts in resource mobilization from the private sector.
  • S/he will lead the technical team to produce quarterly, semi-annual and annual quantitative and narrative reports, including relevant information on lessons learnt, challenges encountered and opportunities identified for improvement.

Educational Requirements

S/he will have the following qualifications and experience:

Master's Degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics or a health-related field is required

Professional Experience/Requirements

  • Senior leader with 10+ year of relevant experience, with capacity development of government offices preferred.
  • Comprehensive knowledge of the social welfare context and health system in Nigeria, and preferably in the Lagos State.
  • Successful experience in implementing OVC care and support services with familiarity with USAID programs preferred;
  • Demonstrated results with capacity building/training and implementing training programs and workshops in Monitoring, Evaluation and Research; familiarity with NOMIS is an advantage
  • Familiarity with the Nigerian Health system including government planning and budgeting processes at Federal and state levels
  • Strong skills in negotiating with and engaging Ministry of Health officials at all levels of the health system.
  • Experienced in the development of SOPs, job aids and guidelines
  • Demonstrated computer skills in Epi Info, SPSS, GIS and Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook and advanced skills in the use of analytical tools
  • Demonstrated experience and understanding of PEPFAR MER Indicators, particularly OVC outcomes indicators and PEPFAR 3.0
  • Contribute to the use of information management tools such as dashboards to support decision makers at the local government and state levels to make better use of data, include data from ICHSSA.
  • Experience working with private sector actors involved in health services delivery
  • Fluency in English

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.  
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
