Job Summary

- We are in search of an innovative, creative, self-motivated and dynamic Deputy Director, Clinical Services who will be a key member of the Clinical Services Unit (CSU) management team and will provide strategic guidance for the implementation of continuum of care and treatment interventions including planning, designing, supervising, monitoring and evaluating program implementation. He/ She will work closely with technical team members and other stakeholders to lead cross-cutting approaches including HIV prevention, treatment and adherence activities designed to reach adult, adolescents, pediatric PLHIV, and Key populations. He/ She will be based at the central office from where support will be provided to central thematic leads, State technical officers, as well as health facilities and community service outlets providing comprehensive HIV/AIDS care and treatment services consistent with the national HIV/AIDS guidelines of Nigeria.
Essential Duties and Responsibilities
The Deputy Director will work closely with the Director Clinical Services to ensure that the team is on track, projects run smoothly, and team goals are aligned to objectives for each program year. His/ Her roles will include:
- Support the Director Clinical Services in developing and implementing overall project strategies, budgeting processes, and performance reporting
- Supervise unit staff and support the implementation of high-quality HIV care and treatment programs across supported states in Nigeria
- Provide technical and strategic oversight to the HIV treatment program to ensure optimal continuity in treatment, and viral load suppression for PLHIV on ART
- Lead the development and deployment of innovative approaches including the use of technology to improve client treatment experience and enhance treatment outcomes
- Facilitate the implementation of focused quality assurance and quality improvement interventions across Adult ART, TB/ HIV, AP3, and HTS/ Prevention services across supported health facilities, and community service outlets
- Support the development and review of publications, research protocols, manuscripts, and abstracts across all thematic areas
- Lead the development of annual programmatic work plans and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and budget
- Develop and implement processes to engage project sub-recipient partners in cross-cutting technical areas, fostering complementarity of contributions and roles to ensure comprehensive and integrated implementation
- Develop and review program proposals and progress reports to ensure technical compliance and consistency with organizational principles and donor funding criteria.
- Develop and maintain partnerships with key HIV stakeholders in Nigeria including NASCP, NACA, as well as SMOH, SACA across select states in Nigeria
- Build capacity of program staff to better implement their role in the technical planning, management and evaluation of HIV/AIDS and other health programs.
- Work with the Director Clinical Services to oversee, and strengthen the technical capacities of sub-recipient partners and community-based organizations implementing program activities
Qualifications and Experience
- Must possess a Medical Degree, Master’s level education/training or its equivalent in public health, social sciences, international development, or a related field
- At least 10 years of experience working on CDC/USG funded HIV programs, including extensive experience within the last 5 years
- At least 5 years of experience leading teams in implementing health/ development programs and work planning for the HIV response in Nigeria (PEPFAR experience preferred)
- Expert knowledge of best-practice project management and change management methodologies, tools and techniques
- Exceptional analytical and problem-solving skills
- Prior experience in senior-level leadership positions on projects of similar scope and complexity essential
- Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external stakeholders
- Excellent leadership skills; can manage larger-scale teams, develop individuals’ skills and abilities, while driving teams to meet or exceed targets & goals
- Excellent interpersonal, communication and presentation skills; Fluency in written and spoken English
- Willingness to travel to project states in Nigeria.
