Unit Purpose

  • The Clinical services Unit (CSU) is the main services delivery unit of the organization and therefore responsible for the delivery of both quantitative and qualitative key program performance targets. Contributing to health system strengthening through the provision of systematic and purposeful knowledge and skill transfer to supported facility health care workers through a structured and effective engagement. Relevant skills and knowledge are aligned with the organizational goal of building people and sustainable systems through learning.
  • This unit prepare all intended beneficiaries through the adapting of the organizational learning culture with a view to developing self-confidence, creative and system thinking, communications and feedback skills in program implementation.
  • In collaboration with other technical units, the CSU reviews and analyses sites performance, identify implementation bottle necks and provide structured approaches to improve performance as well as recommends possible solutions to mitigate services disruptions.
  • Alignment with organizational Vision, Mission and Goals, the unit’s vision is to guide and mentor team members with innovative leadership skills to transform lives through partnership for improved health and development systems.

Job Purpose

  • He/ She is a key member of the senior management team and will provide strategic guidance for the implementation of clinical
  • services for various health interventions including planning, designing, supervising, evaluating and documenting results.
  • He/ She will work closely with program staff and other stakeholders to lead cross-cutting approaches including HIV prevention, treatment and adherence activities designed to reach PLHIV, including Key populations, adolescent girls and young women, OVC, and pediatric patients.
  • He/ She will represent the project to provide technical support to key government coordinating platforms, working groups; and oversee the development of HIV quality improvement systems at supported facilities.

  • HIV/AIDS care and treatment services that is consistent with the national HIV/AIDS plan in Nigeria.

Essential Duties and Responsibilities

Program Implementation:

  • Provide leadership through strategic guidance on Project implementation
  • Strengthen capacity of both the Central office and State CSU in achieving targets of key program indicators.
  • Provide technical support in the expansion and strengthening of new and innovative service delivery model and adapt deployed strategies to meet needs

Unit Coordination:

  • Develop strategies to maximized central office and state CSU staff performance
  • Develop and implement unit specific management interventions based on emerging issues

Other Duties:

  • Work with other peers to design and develop sound program and project proposals as may be needed.
  • Review program/project proposals to ensure technical compliance and consistency with organizational program principles and donor funding criteria.
  • Work with other senior management in assessing technical and other relevant capacities of implementing partners and supported organizations in carrying out planned program activities.
  • Supervise unit staff and aid successfully implement current programs, ensure consistency with strategic and annual plans, and further develop and integrate these sectors where appropriate.
  • Helps build capacity of program staff to better implement their role in the technical planning, management and evaluation of HIV/AIDS and other health programs.
  • Helps guide the development or refinement of materials related to HIV/AIDS care and treatment, including guidelines, protocols, algorithms, training materials and monitoring and evaluation tools.
  • Serves as a resource in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS.
  • Provide the required leadership in strengthening various Government Health technical support and coordination platforms across all levels.
  • Oversees direct reports and their work to ensure appropriate, thorough implementation plans are completed and implementation activities are undertaken (includes communication, training & development, systems upgrade or modifications, new or enhanced reporting tools and mechanisms, job aids, updates to existing project guidelines, etc.)
  • Inspires team to perform or out-perform as per project target by aligning team goals, roles, responsibilities, and work output to the broader vision/mission/strategy and strategic goals of the organization and donor partners.

Experience and Qualifications

  • Candidate for the post must exhibit considerable Degree of competence, responsiveness and demonstrable integrity
  • Candidate must be very conversant with the organization work place culture
  • Candidate must be in good health and able to endure the rigors of the duties of the office.
  • A candidate must possess a Degree in Medicine (MBBS), Postgraduate Degree or Fellowship will be an added advantage with at least 10 years post NYSC experience in running/implementing public health programs, 5 of which must be in a leadership position preferably in the NGO context
  • A very good understanding of at least three of the organization’s sectoral programs and a working knowledge of the health and HIV program priorities;
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders);
  • An in depth understanding of national and international development issues in relation to reproductive health and HIV/AIDS
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others;
  • Excellent interpersonal, communication and presentation skills; Fluency in written and spoken English;
  • Commitment to and understanding of the organizations aims, values and principles including rights-based approaches
  • Proven track record/abilities to manage large-scale, cross-functional business process improvement strategies, plans, activities and teams
  • Expert knowledge of best-practice project management and change management methodologies, tools and techniques
  • Exceptional analytical and problem-solving skills, as evidenced through previous work experience and results achieved; capable of effective and efficient development, management and tracking of large-scale projects
  • Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners/stakeholders
  • Excellent leadership skills; can manage larger-scale teams, develop individual skills and abilities, while driving teams to meet or exceed targets & goals.
