Essential Duties and Responsibilities

  • Ensure that all required periodic project narrative and financial reports for donors are prepared and submitted to the CEO in a timely manner for review and final submission.
  • Lead development and implementation of the organization’s project sustainability plans in liaison with key stakeholders across supported states.
  • Coordinate stakeholder engagement in all phases of program implementation to enhance ownership and sustainability.
  • Provide leadership and oversight to implementation of quality improvement and quality assurance interventions in supported health facilities and community programs.
  • Provide oversight and coordination to state program operations to enhance work efficiency, high level performance and technical support to government of Nigeria on program management.
  • Oversee the integration of gender and gender-based violence care across HIV prevention, testing, treatment, and viral suppression services.
  • Provide management support in organizing major program/project events (trainings, workshops, seminars, etc.) and coordinate with the management support unit on all financial and administrative actions related to program activities.
  • Assess training needs to further develop the skills of project staff in technical, managerial, and reporting areas.
  • Coordinate capacity building of health providers to better implement their role in the technical planning, management and evaluation of HIV/AIDS and other health programs;
  • Guide the development or refinement of materials related to HIV/AIDS care and treatment, including guidelines, protocols, algorithms, training materials and monitoring and evaluation tools.
  • Provide direct technical assistance, as directed by the CEO to health care facilities supported by the organization such assistance might include training of staff, database development, facilitation and improvement of community linkages, enhancing laboratory support, for patient flow analysis, development or improvement of referral systems, procurement and supplies, improvement of pharmacy services.
  • Serve as a resource in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS.
  • Use long-range project plans and objectives to identify, align, build and implement the appropriate infrastructure, organization design, distinct roles & responsibilities, as well as other resources to enable the organization meet or exceed program goals & targets year to year, and long term.
  • Develop, retain talents and align appropriate skills, abilities, knowledge and experience to the requirements of different roles within the unit.
  • Ensure a balance of complementary and diverse skills/knowledge and experience to optimize the team's ability to meet or exceed goals & objectives.
  • Build a strong succession plan for all key positions within the unit.
  • Develop successors for his/her role and other leaders ready to assume roles now and in the future.
  • Inspire team to perform or out-perform by aligning team goals, roles, responsibilities, and work output to the broader vision/mission/strategy and strategic goals of the organization and donor partners.
  • Proactively provide performance feedback on a frequent basis and gives additional coaching/advice/guidance to help individuals and/or the team overall to improve in areas for development as well as leverage existing strengths and capabilities.
  • Comply with policies & procedures for formal performance reviews and ensures frequent, formal &informal performance feedback and development approach is taken with all members of the team.
  • Encourage and assign stretch goals, when and where appropriate, to help strengthen, deepen or broaden team member skills, knowledge, experience and abilities.
  • Act rapidly, appropriately, decisively and consistently in cases of observed or reported potential policy violations in project implementation.
  • Develop overarching departmental goals, objectives and budget and obtain necessary approvals; cascade goals, objectives, and budget, where applicable, to direct reports.
  • Works collaboratively with other unit Directors and leads to align cross- department goals and objectives, as appropriate.
  • Oversee preparation of detailed project or program development plans.
  • Specifically support in any budget allocation as well as external vendor identification and negotiations.
  • Specifically lead development and/or updating of departmental standard operating procedures (SOPs).
  • Play a leadership role in defining and implementing departmental performance metrics, i.e. key performance indicators for compliance, project effectiveness, as well as efficient and effective vendor contracting.
  • Oversee direct reports and their work to ensure appropriate, thorough implementation plans are completed and implementation activities are undertaken (includes communication, training & development, systems upgrades or modifications, new or enhanced reporting tools and mechanisms, job aides, updates to existing project guidelines, etc.)
  • Demonstrate leadership among peers and subordinates by consistent application and modeling of the appropriate compliance, behavior and conduct.
  • Exhibit a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.

Qualifications and Experience

  • MBBS/ MD with at least 10 years post qualification experience.
  • Requires Post graduate master degree in public health, development or other social sciences and five years management experience of running country programs, exposure to different countries would be an advantage;
  • At least 5 years’ experience as a senior management team member.
  • A very good understanding of at least three of the sectoral programs and a working knowledge of the program priorities.
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g. CDC/ PEPFAR, USAID, and other donor grants).
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • An in depth understanding of national and international development issues in particular in relation to reproductive health and HIV/AIDS.
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others;
  • Excellent interpersonal, communication and presentation skills;
  • Fluency in written and spoken English.
  • Commitment to and understanding of the organization’s aims, values and principles including rights-based approaches.
  • Proven track record/abilities to manage large-scale, cross-functional business process improvement strategies, plans, activities and teams.
  • Expert knowledge of best-practice project management and change management methodologies, tools and techniques.
  • Exceptional analytical and problem-solving skills, as evidenced through previous work experience and results achieved; capable of effective and efficient development, management and tracking of large-scale projects.
  • Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners/stakeholders.
  • Excellent leadership skills; can manage larger-scale teams, develop individual skills and abilities, while driving teams to meet or exceed targets & goals.
