Position: Senior Technical Officer PCT

Position Summary:
Provide technical support to implement integrated high-quality family focused HIV Prevention, care, support and treatment services for General Population (GP) and Key Population (KP) [FSW, MSM, PWID] with primary focus on clinical management of HIV/AIDS and community HIV care services. S/he will also be actively involved with colleagues and other stakeholders in activities related to COVID-19 control including COVID-19 prevention and management among PLHIV.
Duties and responsibilities:
HIV Care & Treatment
- Provide technical leadership and support related to clinical management of HIV/AIDS strategies and approaches in implementation of programs for the GP & KP.
- Work with relevant stakeholders to coordinate the design and implementation of facility-based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment, TB HIV services integration, PMTCT, KP services, care and support.
- Work with relevant staff and partners to coordinate the design and implementation of community-based programs in relation to community HTS, PMTCT, and KP services including optimizing HIV case finding and linkage to care at supported health facilities and/or KP One-Stop Shops (OSS).
- Liaise with partners implementing community programs for GP & KP to optimize community facility linkage of clients identified to be HIV positive and retention to care and treatment
- Support the provision of Pre-exposure Prophylaxis (PrEP) and ART for KPs in line with National and Global best practices and guidelines
- Support the expansion and monitoring of treatment facilities for GP & KPs including establishment of OSS for KPs in line with global best practices.
- Provide technical assistance in HIV/AIDS treatment, care and support capacity building including HTS, PMTCT, ART, TB HIV collaboration and KP services at the state level.
- Support the development of guidelines, tools and recommendations related to the implementation, evaluation and monitoring of HIV/AIDS care and support programming for the GP & KP.
- Oversee the implementation of integrated HIV, TB and other medical services at the facility level and community level.
- Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity for PLHIV
- Provide ongoing technical assistance in HIV/AIDS clinical management and community care including HTS, PMTCT, ART, TB HIV collaboration and KP services and optimizing retention in care and treatment
- Provide technical leadership to build the capacity of local partners and state government counterparts to provide treatment, care and support programs for the GPs and KPs in communities and facilities including OSS and create effective community-facility linkages.
- Work with relevant technical staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.
- Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
- Contribute to the development of program strategies, subproject documents, work plans and budgets.
- Contribute to development of lessons learned from programs and projects related to HIV/AIDS treatment, care and support and apply these lessons to modify existing program and improve the design of new programs.
- Represent ECEWS to donors and government officials on issues of HIV/AIDS treatment, care and support at the state level.
- Remain informed on current trend in HIV/AIDS treatment, care, support, KP services and related development field by reviewing current literature and stay alert to any implication of such experience and research for department activities.
- Perform other duties as assigned.
COVID-19 Business Continuity & Contingency
- Coordinate with the GoN and other agencies and stakeholders in the COVID-19 response and ways to alleviate the impact on PLHIV and other vulnerable population in the zones/states.
- S/he will be responsible for providing updates to the CO team and respective zonal team on the response from all states working with the respective states’ response team.
- S/he will serve as a member of the PCT team in the zone and advise the team on all aspects of COVID-19 response including alleviating the impact on HIV care and treatment for GP and KPs.
- S/e will serve as the technical supervisor to all facility staff and respective SMOH staff on COVID-19 response and provide capacity building on innovations related to COVID-19 and relationship to HIV care for PLHIV.
- S/He will work closely with other stakeholders at the zonal situation room or other platforms and provide daily reports from the states within the zone to the CO.
- S/He will also travel within the zones as required to provide technical support on COVID-19 response and alleviating the impact on HIV Prevention, Care and Treatment for GP and KPs.
- The staff will remain informed about current and emerging global and local innovations, guidelines and literatures related to COVID-19 response and relationship with HIV management for GP and KPs.
Knowledge, Skills & Attributes:
- Knowledge of health system and development programs in developing countries in general and Nigeria specifically.
- Clinical management and training experience and ability to understand full range of issues around HTS, clinical management of HIV/AIDS, TB HIV Collaboration, PMTCT and KP services.
- Experience in provision of KP friendly services will be an added advantage
- Knowledge of Nigerian clinical setting, including government and non-government settings.
- Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
- Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- High degree of proficiency in written and spoken English communication.
- Well-developed computer skills.
- Ability to travel within Nigeria 25% time.
Qualifications and Requirements:
- MB.BS/MD or similar degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of HTS, PMTCT, anti-retroviral therapy (ART), TB HIV collaboration, care and support in resource constrained settings.
- MPH or post graduate degree in a related field is an advantage.
- Experience in project development with proven experience in the planning and facilitation of training is required.
- Familiarity with Nigerian public sector health systems, NGOs and CBOs is highly desirable.
