Job Summary

  • Nigeria faces poor health outcomes and incessant outbreaks of (vaccine) preventable diseases. For the past three years, Nigeria has been grappling with its worst diphtheria outbreak in decades, with an estimated 43,983 cases and 1,385 deaths from 2022 till date. Between January 1 and May 22, 2025, Nigeria reported 1,307 suspected cholera cases across 30 states and 98 Local Government Areas (LGAs).
  • Outbreaks of Mpox, measles, and meningitis have occurred across States, in cyclical period, in the last decade.
  • Climate change related emergencies – floods and droughts – remain of huge concern, worsening already weak health systems and exacerbating morbidities and mortalities across Nigeria.
  • UNICEF supports the government of Nigeria in primary health systems development, disease prevention (including immunization), and outbreak response. Through a comprehensive multi-sectoral approach, UNICEF programs aim to build resilient primary health care systems that enable outbreak risk mapping, preparedness, and response through support to national and state authorities.
  • A Public Health Emergency and Resilient PHC Consultant is needed to support effective support in the PHE program area.
  • The Consultant will work within the Health Systems Strengthening Cluster to support coordination of the multi-sectoral support program.

Main Responsibilities and Tasks

  • Contribute to national reports on emerging and ongoing public health events, including climate-related crises (floods, drought), disease outbreaks (mpox, cholera) VPDs), and cross-border health issues, providing recommendations for UNICEF’s focus.
  • Support the development and use of risk assessment tools in priority states experiencing crises, supporting risk-informed planning and risk
  • mapping at the national and subnational levels.
  • Collaborate with national, state, development partners’ health emergency focal points and partners to conduct risk assessments, develop analytics and dashboards on health emergency risks and provide regular updates to UNICEF
  • Contribute to review and update of national and UNICEF’s SoP for public health emergencies.
  • Support planning and coordination of UNICEF’s multisectoral responses to public health emergencies in accordance with the programs SoP.
  • Support forecasting, procurement, prepositioning, and tracking of essential outbreak response supplies for UNICEF-supported PHE program.
  • Contribute to drafting of UNICEF’s quarterly country and state specific PHE reports.
  • Contribute to development of integrated PHE resilience plans within primary health care systems.
  • Support resource mobilization efforts for PHEs in Nigeria.

Deliverables:

  • Weekly national (and State specific) PHE sitreps.
  • Updated quarterly outbreak risk assessment tools for Nigeria and States.
  • Monthly updates of national Incident Action Plans for ongoing outbreaks.
  • Integrated national and State outbreak response reports.
  • Monthly NCDC PHE Technical Committee meetings reports

Requirements

Education:

  • Master’s degree, or its equivalent in any of the following areas: Epidemiology, Public Health, Health Sciences, Health Education and Promotion, Health systems, psychology, Sociology and Social Sciences or another related field.

Language:

  • Fluency in English language and writing skills

Work Experience:

  • At least 5 years’ experience in PHC and Emergency management, disease surveillance and outbreak response programming at national and sub-national levels.
  • Solid experience multi-sectorial coordination, Results-Based Measurement and in health programme monitoring and evaluation.
