A COMMUNIQUE ISSUED AT A THREE-DAY CONSULTATIVE WORKSHOP WITH ORGANISED PRIVATE SECTOR AND LABOUR LEADERS ORGANISED BY KANO STATE CONTRIBUTORY HEALTHCARE MANAGEMENT AGENCY (KSCHMA) IN COLLABORATION WITH FCDO LAFIYA HELD AT QUARTER HOUSE HOTEL, KADUNA BETWEEN 21ST - 23RD JUNE, 2024
Preamble
The Kano State Contributory Healthcare Management Agency (KSCHMA) was established by Law No.3 2016 with the aim of ensuring that all residents of Kano State have access to quality and affordable healthcare services through various programmes with a view to achieving Universal Healthcare Coverage.
In an effort to achieve this mandate, the Agency under the able leadership of Or. Rahila Mukhtar organised a three-day consultative workshop with the Organised Private Sector to acquaint the participants with KSCHS for their engagement, highlight the benefit of contributory health scheme over other healthcare plans and educate the participants on the enrolment process, access to quality and affordable healthcare services.
The workshop was attended by Representatives of some companies, leadership of the Nigeria Labour Congress (NLC), Trade Union Congress (TUC), Joint Negotiation Council (JNC), Nigeria Union of Local Government Employees (NULGE), Organised Private Sector Unions (OPS), and National Association of Nigerian Nurses and Midwives.
Equally, in attendance at the workshop were the Executive Secretary of KSCHMA, pioneer advocates of contributory healthcare scheme, representatives of the FCDO Lafiya programme and Kano State-Led Accountability Mechanism KanSLAM.
Presentations:
The meeting started with goodwill messages from the partners and Labour Unions (NLC, JNC, MHWUN, NANM, OPS, Lafiya FCDO, and KANSLaM). Followed by these presentations:
- Overview of Kano State Contributory Health Scheme by Dr Jamila Mustapha.
- KSCHMA: The journey so far by Dr. Rahila Mukhtar.
- Organized Private Sector (OPS) Package by Malam Shuaibu Indabawa.
- Advantage of KSCHS over health plan by Dr. Jamila Mustapha.
- KSCHMA Quality Assurance initiative by Dr Aliyu Zubair.
Issues Raised:
The participants raised important issues on the implementation of Kano State Contributory Health Scheme in the state as follows:
- Most private companies in Kano are yet to enroll their employees into any healthcare scheme.
- Most private health facilities in Kano are yet to enroll their employees into any healthcare scheme.
- Some companies are providing free healthcare service to their employees only (excluding their family) through retainers with some hospitals and pay employees four thousand Naira as family medical bills.
- Some companies have staff clinics to cater for employees.
- There is a lack of sustained engagement between KSCHMA and the Organised Private Sector.
- The joint monitoring team consisting of KSCHMA and labour Bunion representatives is no longer functioning.
- Resolutions and recommendations reached during previous engagements with the Organised Private Sector have not been implemented.
Recommendations:
- KSCHMA should activate the joint monitoring team consisting of KSCHMA and labour union representatives.
- KSCHMA should appoint an Organised Private Sector (OPS) focal person.
- KSCHMA should write an introductory letter to all private companies, industries, and factories to notify them of the scheme.
- The leadership of Organised Private Sector (OPS) unions should meet with their affiliate unions to intimate them of KSCHMA services.
- KSCHMA should engage the services of technical persons who would work with the leadership of the Organised Private Sector
- (OPS) unions in mapping out private companies, industries, factories etc for further engagements.
- KSCHMA should kick start the revalidation of private health facilities engaged under the scheme as done by NHIA.
- KSCHMA should make it mandatory for any private health facility under the scheme to enroll their employees.
