We are recruiting to fill the position below:

Job Title: Public Health Physician (Health Impact Assessment Services)

Location: Lagos

Main Functions

  • Delivery of quality HIA report, integrated into ESHIA report.
  • Degree of implementation of Health Management plan as an integral part of the integrated ESHMP
  • Timely delivery of HIA report
  • % Completion of audit actions
  • No. of oversight over field work ..Percentage of Health Activities delivered to time in Projects Opportunity Realization Standards

Task and Responsibilities

  • Develop, drive and maintain delivery strategy for Health Impact Assessment process into the integrated EIA process and function as the COH point man in the ESHIA team.
  • Develop the delivery strategy for implementing Health Management plan as an integral part of Environmental Management.
  • Custodian of the HIA process on behalf of Corporate Occupational Health (COH) and Environmental Assessment.
  • Champion the end-to-end delivery of Health Impact Assessment in all EIAs, PIAs and other special environmental studies (EER), interfacing with vendors and consultants to provide required guidance towards securing regulatory permits to drive assets and project operations.
  • Provide advice to the line operations/ assets, integrated EIA, and management teams on the best available and cost effective HIA methods and tools
  • In liaison with regulators, integrated EIA team, consultants and communities develop a fit-for-purpose work scope/terms of reference for all HIA studies.
  • Keep abreast of evolving regulatory provisions/good industrial practices and ensure a corresponding level of HIA awareness among staff, contractors and community members in the proposed operating area.
  • Develop study’s strategic techniques for delivering Health Impact Assessment based on impact screening outcomes for proposed projects and assets.
  • Drive end-to-end health aspects delivery across the Opportunity Realization Framework of Projects
  • Ensure consultants capability to execute studies are in line with current evolving regulatory provisions on environmental studies...Cascade HIA awareness to stakeholders.

Qualifications

  • A qualification in Health or Social Science or community development and/or registration with a reputable accredited body of academic equivalent (IEMA or IAIA with specialization on Health Impact Assessment). Postgraduate degree in health related field is preferable.
  • At least 12 years post qualification experience and 8 years in oil and gas industry, 3 spent in HIA studies.
  • Has participated in and led at least 3 HIAs under a skilled leader with skills in Literature searching/review, statistics and data analysis.
  • Progress to a HIA competent person through the Shell Open University (SOU)
  • Skill in design and conduct of various methods of stakeholder consultation/ community participation.
  • Knowledge of health, safety, environment laws and regulatory policies (company, local and international).
  • Knowledge in project management and awareness of geographic information system with emphasis on handling/usage of GPS.
  • Knowledge in team building and networking. A good team player with good communication and leadership skills.
  • Knowledge in facilitation and negotiation skills. Powers of persuasions are essential for interfacing with management, regulatory authorities and ESHIA pressure groups.
