Company Overview

Since 2012 IRC has been delivering support to communities affected; across Borno, Yobe and Adamawa states, with field offices in Maiduguri, Monguno, Gwoza, Damaturu, Yola and Mubi and a country office in Abuja. With over 700 staff, we deliver humanitarian support and longer term recovery programming in health, nutrition, WASH, education, protection, economic recovery and livelihoods. We work in coordination with State government Ministries, WHO, UNICEF, UNHCR, UN OCHA and other development organizations.

Project Overview:

  • The Laifya Health Resilience in North East (HeRoN) project is a GBP 23 million project and will be implemented in Borno and Yobe states. HeRoN and will support delivery of quality integrated primary healthcare, reproductive, maternal, newborn and child health services and improve evidence based decision making, accountability at all levels of service delivery. It’s a consortium partnership project involving the International Rescue Committee, Action Against Hunger, and Society of Family Health.
  • The Project team will work with and alongside state and local government authorities building national capacity to effectively deliver quality integrated primary healthcare, reproductive, maternal, and newborn and child health and nutrition services.

Job Overview / Summary

  • The Senior Manager will report to the Consortium Team Leader, however will be matrix managed by the Deputy Leader. She/he will be responsible for will have overall responsibility for coordinating the planning and implementation of the SRH and Nutrition activities under the HeRoN project at the field level. The focus will be geared towards the reduction of maternal and newborn mortality and morbidity as well as HIV/AIDS prevention.
  • The incumbent will be responsible for ensuring overall coherence coordination of activities among all consortium members. He/she will have a strong working relationship with the IRC Technical Advisors team along with the consortium team for additional technical support. The role requires extensive SRH and Nutrition related experience and good understanding of organizational approaches, and understanding of working in a consortium led project.
  • The post holder will be expected to provide technical support to all partners in planning, implementation, monitoring, quality assurance and innovating with best practices related to SRH and Nutrition.
  • He/she will work collaboratively with Consortium Team, Partners Project Implementation Teams, Finance and M&E and support partner officers at the field level.
  • He/she will be expected to communicate courteously on consortium performance and maintain positive relationships with program and support teams.

Major Responsibilities

  • Support development, review and implementation of HeRoN interventions on SRH and Nutrition.
  • Ensure that detailed and feasible consortium implementation plans are developed that: i) provide a clearly defined target, ii) are in line with the needs on the ground, iii) reflect in the state level strategic and annual operation plans, vi) and are in line with the budget;
  • Closely work with state and LGA level health authorities to play an active coordination role.
  • Work with partners to document lessons learned that have implications for refinement of best programmatic practice.
  • In consultation with the Deputy Team Leader and Sr. M&E Manager, organize lesson sharing events to fertilize learning across different partners.
  • Serve as a consortium focal person on technical issues at the field level
  • Lead, and design innovations related to SRH and Nutrition while taking into account best practices.
  • Support Sr. M&E Manager in project evaluations and surveys for the consortium.
  • Provide consistent, supportive supervision to strengthen partner staff performance as necessary to meet monitoring objectives.
  • In coordination with the consortium partners, enhance primary stakeholder ownership of program via community participation and consultation and use of participatory approaches.
  • Working closely with the Consortium Team Lead and Deputy Team Leader, contribute to quarterly report writing, forecasts and annual reports. Support Consortium Team Lead and Deputy Team leader in representing the project in different technical forums when requested.

Qualifications

  • Education: Advanced degree in Medicine and Public Health or other directly related health sciences identified in the title of the post. The degree must be directly related to the substantive area identified in the job description of the post.
  • Work Experience: 7 years of increasingly responsible professional experience in the substantive area, of which at least three years in conflict affected areas.

Demonstrated Skills and Competencies:

  • Proven experience in Family Planning, Nutrition, and Emergency Obstetrics Care is essential.
  • Health systems experience, health reform, an asset.
  • Knowledge and understanding on quality of care, specifically client rights issues and BCC.
  • Understanding of Human Rights dimensions of RH/FP and gender.
  • Demonstrated expertise in the substantive area of work and strong programme experience.
  • Strong track record of technical leadership, and proven ability to produce demonstrable results
  • Demonstrated ability to network within the development partners community.
  • Familiarity with management and monitoring tools is desirable.
  • Familiarity and knowledge of health/reproductive health programming with humanitarian and resilience angle - Experience in the humanitarian setting is an asset.
  • Ability to take initiative and independently respond to situations.
  • Ability to communicate effectively with managers, colleagues, partners, and clients.
  • Strong commitment to IRC’s mission, purpose, and values.

Language Skills:  

Strong verbal and written communications skills in English. Knowledge of local language including Hausa is an added advantage

  • This is a position for Nigerian Nationals. IRC will provide suitable workspace space in the Maiduguri office, The salary is in line with national level package.
