Job Title: State Program Manager

Location: Ekiti

Job Description

  • The State program manager will be expected to support the Associate Director – HSS & CQIM in project planning, coordination, and support program operations, including ensuring compliance with grant regulations and monitoring of program implementation.
  • Provide program support to service delivery facilities (SDFs) and sub grantees.
  • Work with sites and subgrantees on annual budget and signing of agreements.
  • Ensure that sites and subgrantees' expenditure is in line with line with budgets.
  • Ensure that sites and subgrantees meet their target in all program areas.
  • Responsible for making sure that all sites and subgrantees submit monthly program and financial reports.
  • Foster Sites and subgrantees' relations with relevant GON representatives in the state.
  • Support Service Delivery Facilities (SDFs) and other subgrantees in budget management, including monthly liquidation and request for advance.
  • Actively participate in activities to ensure appropriate budget planning and financial reporting by partners.
  • Actively participate in activities to ensure partners remain in compliance with ECEWS Nigeria and USG donor rules and regulations for the management of resources.
  • Provide regular technical assistance to SDFs with on-going on-the-job training to all partners.
  • Work with technical team members to ensure provider-driven technical assistance is available to the partners when requested.
  • Compile and respond promptly to program monthly reports submitted by partners and respond to all partner issues promptly and ensure issues are closed promptly.
  • Carry out mini dashboard reviews for assigned SDFs and monthly analysis of the monthly M&E reports and follow up with appropriate actions.
  • Provide local perspective on determining the mapping out of services for the Project especially with respect to referral services in and around states where ECEWS works.
  • Act as primary contact for designated partners; share new information with partners and establish strong and healthy relationships with partners.
  • Provide support to partners as requested, including project development, facilitation of workshops and supporting to build partnerships with other stakeholders and the government.
  • Build strong relationships with other stakeholders in the state, which will include other implementing partners, state governments and state agencies for AIDS control.
  • Participate in review of project proposals and continuation application
  • Participate in Program Department meetings and contribute to development of Program Department priorities.
  • Research, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs, that can be useful for ECEWS HIV/AIDS and other programming.

Minimum Recruitment Standard

  • Bachelor’s Degree in a health-related field with a post-graduate qualification (Preferably master’s degree) in Public Health, Development Studies, or any other relevant field.
  • Previous Training in Project Management or Systems Strengthening.
  • Minimum of 5 years experience in coordination and implementation of health programs, specifically in the management of HIV Programs at the state or national level.
  • Experience working jointly with national or state, and/or local health actors to strengthen the quality and responsiveness of HIV service delivery.
  • Technical expertise and working knowledge in the HIV Programming.
  • Capacity to work under pressure and meet deadlines.
  • Experience in report writing and budgeting (organization and donor reporting)
  • Ability to conduct field travel when required.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
  • English Fluency (spoken and written).
