Job Purpose

  • The position manages and provides overall guidance to the state implementation team on HIV/AIDS care and treatment programs.
  • The incumbent is part of the senior management team in a decentralized management structure and forms part of the strategic team that directs the operations of the organization.
  • S/he will provide support to and coordination of the work of the regional and satellite offices.
  • The successful candidate will lead program planning, design, review and the monitoring of the program implemented at the field level.
  • The position will directly manage the state technical team at the state central office and commands. H/She will work with the central office managers to establish a program management capacity development plan to assist with program planning, design, review and monitoring of program progress.

Specific Duties & Responsibilities

  • Provide overall supervision for all field office technical staff.
  • Serves as the point of contact with government officials and coordinate and collaborate with all public sector and NGO partners in the focal states.
  • With the assistance of the central office staff, monitor all intervention strategies to ensure that they meet administrative, financial and programmatic goals.
  • Coordinate all capacity building activities for partners at the field level.
  • Review reports (programmatic and financial) submitted by all collaborating partners at the field office level and forward same to the central office.
  • Primarily responsible for coordinating and overseeing all financial and administrative activities at the field office including supervision of finance/admin staff.
  • Undertake regular monitoring visits to project sites as necessary.
  • Coordinate the effective implementation of services under the subcontract agreements with the supported facilities and community based organizations.
  • Manage communications with all other stakeholders, including development partners, civil society, and other relevant groups.
  • Develop performance plans and evaluations of employees, including subordinate supervisors as well as review evaluations to assure equity of individual employee performance objectives, standards and ratings among lowerlevel staff/groups.
  • Assist in the coordination of IEC materials development and production for implementing agencies in the focal states.
  • Assist with individual and site work planning and state strategic planning,
  • Foster a productive working relationship between the organization and partner facilities
  • Maintaining an excellent working relationship with counterparts at State and Local levels,
  • USG implementing partners, and local groups/organization
  • Perform any other duties as assigned by the Interim Executive Director or designee

Qualifications & Experience

  • Master's Degree in Public Health, Management, Sciences or Behavioral Sciences, with 7 - 9 years working experience in managing programs at the community level, a Bachelor’s degree with additional experience will be considered.
  • At least 5 years’ experience with HIV/AIDS program planning and implementation at the community level working with public and NGO sectors required
  • Supervisory experience in health program management with at least five years of experience working in health care system in Nigeria
  • Experience working in collaboration with local Governmental partners, U.S. Government or bilateral donors preferred
  • Clinical experience in HIV/AIDS care and antiretroviral treatment is an added advantage
  • Strong leadership and management skills
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program; and does not compromise ethics or integrity or undertake legal risks while pursuing program goals.
  • Strong written and verbal communications skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries;
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
