The Georgetown Global Health Nigeria (GGHN) is the operational arm and an affiliate of Georgetown University Centre for Global Health Practice and Impact (CGHPI) in Nigeria. GGHN is a Non–profit, Non-Governmental Organization in Nigeria that promotes best practices in health care delivery and research using local and internationally adapted models to strengthen health systems.

 

We are recruiting to fill the position below:

 

Job Title: Technical Advisor, Monitoring and Evaluation

Location: Kano

Job Overview

  • The M&E Advisor will provide technical guidance on the design, development and implementation of the project M&E strategy, build capacity to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting.
  • S/he will support periodic program reviews of M&E and participate in M&E system strengthening activities; develop monitoring, evaluation and learning tools for the project as needed; develop an evaluation plan for the program and maintain a program monitoring database.
  • S/he will ensure that program indicators are consistently tracked towards improvement; and reporting of valid and reliable data that meet donor reporting requirements and organization standards.
  • The M&E Advisor will support the documentation of best practices and facilitate the use of such data to foster learning; contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision-making; support utilization of data to inform policy and strategies

 

Work Interactions and Conditions

  • The M&E Advisor will report to the DMEL and will work closely with other technical Leads and the M&E Team based in the state offices and on the field.
  • Requires planned travel per quarter to provide technical support, mentoring and supervision. But must be able to work with very SHORT timelines that may require unplanned travels and long work hours.

 

Responsibilities

  • Implement, revise, and manage the project M&E system including the Performance Management Plan (PMP).
  • Work closely with the DMEL and technical teams to use the Results Framework and PMP to produce and document measurable results with their corresponding outcomes and outputs.
  • Work closely with the technical teams to compile and analyze data generated from the implementation of project activities to assess progress towards anticipated results and to produce high-frequency and quarterly reports for submission to USAID.
  • Ensure that the M&E system accurately generates timely information and feedback to project stakeholders.
  • S/He will provide technical assistance to the M&E team on the analysis, review of monthly reports, and use of output data for program improvement.
  • Contribute to the development and implementation the use of tools for data analysis and use at every level of the health pyramid and within the project's team
  • Compile, analyze and present data for reporting of program progress and impact.
  • Support Development and testing of data collection instruments and tools for monitoring and evaluation.
  • Ensure that monitoring and evaluation become integral parts of every technical assistance and/or training activity undertaken by the project.
  • Lead in accountability and responsibility for the sound execution of the Strategic Information functions in the project with emphasis on technical assistance to the state and local government offices as well as facility-based support in line with national and international treatment standards.
  • With the technical team, plan for and conduct monitoring activities and ensure accurate and timely reporting to USAID.
  • Perform other duties as assigned.

 

Requirements and Qualifications

  • A University Degree in Medicine, Pharmacy, or any Health-related field with relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. A master’s degree in public health (MPH) will be an advantage
  • At least 7-10 years of experience leading strategic information activities for public health programs
  • Working knowledge and familiarity with USAID reporting and evaluation policies and practices.
  • Experience in the designing and implementing systems necessary to collect, maintain, and analyze program data and possess strong data interpretation, manipulation, and quality assurance skills with good knowledge of database management, and retrieval methods.
  • Experience with both quantitative and qualitative methodologies
  • Ability to manage multiple tasks simultaneously and meet time-sensitive deadlines.
  • Excellent written and oral communication skills
  • Familiarity with various data platforms - i.e., Power BI, Tableau
  • Strong skills in leading and working with program teams.
  • Exceptional time management and job prioritization skills, as well as a strong orientation to detail and deadlines
  • Abilities: Strategic and analytical thinking skills with the ability to solve problems and make decisions and able to manage multiple tasks and prioritize, ability to determine activities and projects towards measurable goals and standard setting in collaboration with other team members.
  • Interpersonal/Individual Competencies: ability to work with other team members, flexibility, decisiveness and personal integrity.
  • Professional Certification: Certification in any Healthcare quality or Monitoring and evaluation are desirable but not required
