COMMUNIQUÉ ISSUED AT THE END OF THE 21ST ANNUAL NATIONAL SCIENTIFIC CONFERENCE OF THE ASSOCIATION OF HOSPITAL AND ADMINISTRATIVE PHARMACISTS OF NIGERIA (AHAPN) HELD FROM MONDAY 29TH JULY TO FRIDAY, 2ND AUGUST, 2019 AT INTERNATIONAL CONFERENCE CENTRE AND GIGINYA HOTELS, SOKOTO, SOKOTO STATE

Preamble

The conference commenced with a Medical Outreach to Denge Shunu, Sokoto, Sokoto State on Monday 29th July, 2019 and later in the day, a Health Walk against Drugs and Substance Abuse led by Her Excellency, Hajiya Mariya Aminu Waziri Tambuwal, wife of the Executive Governor of Sokoto State who was ably represented.

The theme of the Conference was “INNOVATIVE DISRUPTIONS IN PHARMACY PRACTICE: A ROAD MAP FOR HOSPITAL AND ADMINISTRATIVE PHARMACY PRACTICE.”

The Conference was declared open by His Excellency, Right Hon. Aminu Waziri Tambuwal (Matawallen Sokoto), the Executive Governor of Sokoto State, ably represented by Dr. Aliyu Mohammed Inname, Honourable Commissioner, Ministry of Health, Sokoto State.

Dignitaries who graced the occasion included His Eminence, Alhaji (Dr.) Muhammadu Sa’ad Abubakar, the Sultan of Sokoto ably represented by Alhaji Abdulrauf Bello, District Head of Bodinga, also the representative of the wife of the Governor of Sokoto State, Hajiya Dr. Kulu Abubakar, Hon. Commissioner, Ministry of Science and Technology, Sokoto State; Pharm Almustapha Othman Ali FPSN, Permanent Secretary, Ministry of Health, Sokoto State, Alhaji Sani Umar Jabbi, District Head of Gagi. Also in attendance were Pharm (Mazi) Sam Ohuabunwa FPSN, MON,OFR, President of the Pharmaceutical Society of Nigeria (PSN), Pharm. NAE Mohammed FPSN, FPCPharm, Registrar of the Pharmacists Council of Nigeria (PCN) ably represented by Pharm. Emily Olalere; Pharm. Munir Eleru FPSN Deputy President PSN, Pharm. (Chief) Calistus Emeka Duru, FPSN National Secretary, PSN; Permanent Secretary, Ministry of Health, Kebbi State ably represented by Pharm. (Alhaji) Ibrahim Hassan Maigandi, Director of Pharmaceutical Services Kebbi State, Pharm Hamisi Mohammed Musa, the Director of Pharmaceutical Services Sokoto State. Others included Alhaji Adamu A. Rano; Executive Secretary, Sokoto State Primary Healthcare Development Agency; Alhaji Buhari Shehu, Executive Director Hospital Services Management Board, Sokoto; Prof. Wilson Erhun former Secretary General, West African Post Graduate College of Pharmacists (WAPCP). Equally present were Professor EFO Enato, former Head of Department of Clinical Pharmacy and Therapeutics at the University of Benin, and Pharm. Ibrahim Binji FPSN, Vice Chairman, PSN Board of Fellows.

The keynote address was delivered by Prof. Noel N. Wannang, Secretary General of the West African Post Graduate College of Pharmacists. Conference deliberated on the theme and various sub themes of the conference and the following resolutions were reached.

RESOLUTIONS

1. Conference reaffirmed its commitment to the provision of quality pharmaceutical services in Nigerian Hospitals for the benefit of patients and emphasized that it was the basic irreducible minimum requirement of practice for all hospital and administrative pharmacists.
2. Conference emphasized the imperatives of evolving innovative disruptions in hospital and administrative pharmacy practice as a spring board for improvement in the delivery of healthcare to patients.
3. Flowing from paragraph (2) above, Conference acknowledged that knowledge is power and remains a cornerstone and key to success in the drive to boost hospital pharmacy endeavours. Conference therefore tasked hospital and administrative pharmacists on the need to continuously seek the acquisition of knowledge in order to improve their skills for the sustenance of quality practice.
4. Conference identified mentoring as an innovatively disruptive tool in hospital and administrative pharmacy practice and submitted that it remained a basic requirement for engendering capacity building and also strengthening the practice skills of pharmacists.
5. Conference reiterated that specialization in pharmacy practice remains the modern concept and a model of practice that would guarantee that hospital pharmacies become centers of excellence in pharmaceutical care. Conference therefore resolved that achievement and sustenance of excellence in practice shall be predicated on a concept of teamwork amongst pharmacists on one hand and between pharmacists and other members of the healthcare team on the other hand.
6. Flowing from paragraph (5) above, Conference emphasized that there was no alternative to the entrenchment of the philosophy of pharmaceutical care and unit dose dispensing system (UDDS) as a well defined roadmap for hospital pharmacy practice. Conference therefore enjoined all pharmacists to put in place appropriate timelines for implementation.
7. Conference identified ten (10) key action points critical to hospital pharmacy practice in Nigeria so as to boost patient care and these include:

• Personal capacity building of pharmacists through continuous retraining and professional development
• Compulsory ward pharmacy practice
• Good drugs procurement practices
• Proper drugs storage systems
• Production of hospital formulary and drug lists
• Constitution of drugs and therapeutic committees
• Rational use of drugs
• Provision of drug information services
• Operation of a functional drug revolving fund (DRF) scheme
• Good research and documentation practices.

Conference therefore called on the leadership of the Federal Ministry of Health and the various healthcare institutions across the country to complement the efforts of pharmacists by creating an enabling practice environment.

8. In the light of the above, Conference further enunciated strategies for the actualization of these sterling models of practice.
9. Conference acknowledged that continuous peer review mechanisms as exemplified by the inter-hospital competition in hospital pharmacy practice also remained a sine qua non for achieving excellence in hospital and administrative pharmacy practice.
10. Conference appealed to the federal government to pay Arrears of Relativity, promotion and skipping being owed pharmacists and for government to be more attentive to the welfare of pharmacists in public hospitals and institutions. Conference observed that these issues have lingered on for too long and this could lead to disruptions of activities and unrest in the healthcare sector.
11. Conference appreciated the governments and good people of Sokoto, Kebbi, and Zamfara States for their support and warm disposition in cohosting the conference which manifested in the success of the conference.
12. The Annual General Meeting re-elected the following officers as members of the National Executive Committee to steer the affairs of the Association for the next one year:
