The Nigeria State Health Investment Project (NSHIP) is project of the Federal Government aimed to increase service delivery, use of high impact maternal and child health interventions and improve quality of care. The project which is being implemented by the National Primary Health Care Development Agency (NPHCDA) and supported by the World Bank, uses the concept and principles of Output Financing – providing incentives based on results, especially at the service delivery points in the participating states (Adamawa, Nasarawa and Ondo).

The project commenced with pilots in one LGA in each of the 3 states in November 2011 and has been scaled up to 1392 health facilities in all the 21, 18 and 13 LGAs in Adamawa, Ondo and Nasarawa states respectively. In addition, a proposed Additional Financing was recently approved by the World Bank to scale up to the remaining 5 Northeast states of Nigeria – Bauchi, Borno, Gombe, Taraba and Yobe.

Analysis of administrative data has revealed tremendous progress in key output indicators such as the number of fully immunized children, number of institutional deliveries by skilled birth attendants and the quality of care at participating health facilities. However, the impact evaluation will provide credible information on the impacts and suitability of the intervention. The impact evaluation team being led by the Federal Ministry of Health (FMoH), in collaboration with the National Population Commission (NPopC) and National Bureau of Statistics (NBS) conducted a baseline assessment of sampled health facilities and households on the project at its inception. Following this, the team has recently conducted a midterm quantity and quality evaluation of the project.

A midterm review has been scheduled to present and validate systematic evidence on the successes, challenges, opportunities and lessons learnt in the course of implementation. This will inform strategic choices, corrective actions as well as guide sustainability of the project going forward.

All the key stakeholders in the health sector are hereby requested at the NSHIP midterm review.
