Society for Family Health (SFH) is one of the leading public health non-governmental organisations (NGOs) in Nigeria, implementing programmes in reproductive health, HIV/AIDS prevention, and maternal and child health. SFH works in  partnership with the Federal and State Government of Nigeria, the Global Fund to fight HIV, Tuberculosis and Malaria, the British Department for International Development (DFID) and the United States Agency for International Development (USAID) among other international donors. In partnership with the Government of Nigeria, we seek to engage qualified persons for an 
assessment of one of our programmes. We require a competent consultant for the following activity:Programme Consultant – Global Fund Round 8 Phase 2 Abuja
Job Profile
The consultant is expected to conduct a joint assessment of programme effectiveness for a specified period of the GFATM Round 8 Phase 2 Project in 6 selected States, 1 State per geopolitical zone with the following objectives;
· To assess the effectiveness of the Global Fund Malaria Programme service delivery strategies in Nigeria (public and private sector) between September 2012 and August 2013 including the linkages between these strategies and the national programme.
· To assess the quality of service provision at public and private service delivery points for the R8 GF Malaria project between September 2012 and August 2013
· To analyse the health workers’ adherence to the national treatment guidelines at public and private service delivery points, including the reasons for non-adherence.
· To make recommendations for strategy improvement based on findings of the assessment.
SPECIFIC DELIVERABLES
The consultant is expected to 
1) Produce a protocol for conducting the assessment with timelines. 
2) Submit a detailed report of the programme assessment.
3) Prepare a final presentation of the assessment and key results
Qualifications/Experience: The desired candidate must have:
· Minimum of a first degree in Medicine or a Masters’ degree in Public Health, Statistics, Biological Sciences or Social Sciences with at least 15 years post graduation experience in relevant field.
· A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines. 
· Experience in assessing large scale programme implementation.
· Evidence of previous assessment conducted.
· High proficiency in report writing.
· Ability to work with a wide variety of stakeholders, including representatives of target populations
· Experience in qualitative and quantitative research.
