Technical Officer for Cepheid HBDC GeneXpert MTB/RIF technology roll out, based in Abuja, Nigeria (National Agency for the Control of AIDS) 2 positions Administrative & Financial Assistant for Cepheid HBDC GeneXpert MTB/RIF technology roll out, based in Abuja, Nigeria (National Agency for the Control of AIDS) 1 position
Project Description:- 
KNCV in collaboration wilh CEPHEID HSDC, the National TS Program and the National Agency for the Conlrol of AIDS (NACA) is to provide a technical service and local capacity building on a package for a novel molecular test to detect tuberculosis (TB) via diagnostic technology endorsed by the World Health Organization called GeneXpert MTSfRIF. This technology is being scaled-up in the National TB program, National AIDS program and the national laboratory networks. This is comprehensive service provision that includes installation, trouble- shooting. maintenance both remotely and on-site as well as routine local monitoring of GeneXpert MTB/RIF roll-out and training of local staff. 
Project Goal: 
KNCV aims to achieve effective and efficient use of GeneXpert MTS/RIF machines by building capacity of both the end-users as 
well as with National TS and NationalAIDS programs. 
Technical Officer (NACA): 
Provide technical and programlnatic support, especially in the area of onsite support for installation. preventative maintenance and trouble- shooting to complement existing GeneXpert MTSlRIF roll-outof NACA. S!he will also contribute to the strengthening of working relationships with other stakeholders and building of systems for program sustainability including training super-users to perform Similar tasks as well as monitoring & superviSing of the NACAsrtes with GeneXpertMTSIRIF technology. 
Key duties and responsibilities: s/he will over the 12 14 months period: 
• Provide technical support to NACAsites (remote and onsite) using the GeneXpert MTBlRiF technology m multiple State TB/HIV sites throughout Nigeria in installation, maintenance, re-calibration and trouble-shooting. 
• Actively support t'le Slate TBiHIV programs and GeneXpert MTB/RIF sites under NACA to scale-up and optimize the use of GeneXpert MTS/RIF services through supportive supervision, monitoring and mentoring. 
• Support relevant TB/HIV collaborative activrties necessary for the implementation of GeneXpert MTB/RIF technology transfer for timely TS/HIV diagnosis and treatment. 
• Support the impiementation of a well· functioning supply management system for GeneXpert MTBiRIF cartridges and other related commodities to avoid stock-outs or wasted resources due to expiring commodities. 
• Work in conjunction with KNCV Central Office (The Hague) Project Coordinator and the in-country KNCV Laboratory Technical Advisor to actively seek support for solving major technical problems of GeneXpert MTS/RIF machines identified in the field directly with the in- country or remote GeneXpert MTS/RIF manufacturer (Cepheid HSDC) designee. 
• Support the implementation and use of a GeneXpert maintenance plan and logbooks at all levels. 
• Support the compilation of monthly reports on basic installation, trouble-shooting and maintenance activities. 
• Collaborate in training super-users and a pool of trainers on GeneXpert MTB/RIF preventive maintenance. 
• Support NACA in developing and integrating supervisory tools for TB/HIV services te include GeneXpert. Actively support development and implementation of a routine (quarterly) supervision visit schedule for all NACA GeneXpert MTS/RIF sites. 
• Support collection of data for routine monitoring and evaluation directly at sites and through existing TB and HIV State 
Quality Assurance Officers. 
• Support operational research studies related to GeneXpert MTBlRIF that are supported by NACA. 
Minimum Qualifications and Experience 
A degree in the Medical Sciences - MSSS I MB.Sch or Laboratory Sciences (an MPH would be an advantage) and a minimum of 5 years experience in TS or HIV programmes. 
Technical and Behaviorat Competencies 
Good working knowledge. of current national and TS and HIV guidelines: knowledge of Program management especially Global Fund 
projects; abilily to work in laboratory & medical settings as well as bUilding linkages between the 2: communication & writing skills: team work: and Abilily to travel by carlflight on a regular basis (up to 50 70% of time).

Administrative and Financial assistant (NACA): 
Provide support in all financial and procurement activities including account systems for the GeneXpert MTS/RIF project. 
Key duties and responsibilities: sihe will over 12 14 month period: 
• Assist in management of KNCV GeneXpert MTSlRIF accounts system (Exact Globe), examine receipts and vouchers. coding and 
• Invoice entry, prepare payroll, track expendaires, accruals and reconciliations for the project. 
• Maintenance of the KNCV GeneXpert MTSfRlF pelty cash accounts for implementation of KNCV budgeted activities. 
• Monitor all travel and other advance accounts. 
• Monitor adherence to donor guidelines. 
• Ensure that ail project incurred expenses are paid for on a timely basis. 
• Travels to field offices, training sites and other field locations when required. 
• Provide office assistance: organizing and documenting minutes of meetings. 
• Assist in annual audit process. 
• Reports discrepancies in financial reports and outstanding balances to the financial controller. 
Minimum Qualifications and Experience 
A University degree in a relevant field (accountingifinancefbusiness management) with more than 2-years experience in accounting. 
Technical and Behavioral competencies 
Demonstrable experience with acoounting and financial reporting in United States Govemment or Global Fund supported projects; experience and knowledge of Nigerian Tax Laws; Excellent written and verbal English language skills; experience with accounting software packages; proficiency in computer programs such as MS Office package: and Integrity and transparency are absolutely essential for this position
