A mission driven international organization and global leader in research, technical assistance, and program implementation across more than 40 countries worldwide in the fields of health, social/environmental policy, and international development seeks qualified candidates to compliment our current teams in the expansion of activities focused on improving planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems in northern Nigeria. The program works towards achieving better public healthcare services across the country by shifting the emphasis from curative to preventive health care, increasing training of staff, introducing new incentive packages to retain doctors and nurses in the poorest areas, enhancing the speed and efficiency in which the flow of drugs are managed across all states, and the overall improvement of government planning and management. 
 
We seek candidates for the following positions listed below based in Kano, Kaduna, Jigawa, Katsina, Niger, Zamfara, and Yobe (1 position per state). To be considered for any of these

       All candidates must have a minimum of a master's degree in a relevant discipline, prior donor- funded experience related to health, and an outstanding professional reputation, 
STATE TEAM LEAPER- Oversee implementation, monitoring, and review/reporting program outputs at the state level to ensure the implementation of the State Teams' work by developing, 
reviewing, and approving internal program work plans and action plans. Participate in program- wide annual planning and evaluation activities. Responsible for the timely completion of agreed 
activities as specified in work plans, induding drafting terms of reference for short-term consultancy inputs then monitoring these inputs ensuring adherence to TORs. Establish and 
maintain effective working relationships with officials in the state Ministry of Health, key individuals in the government and with representatives of other aid agencies, the private sector 
and civil society groups in their respective state. Take management responsibility for the state office, ensuring its smooth business operations and sound financial transactions. Coordinate 
collaboration and alignment with other DFID projects within the state 
SERVICE DELIVERY ADVISOR- Provide direction, leadership, and on-going assessment of the project's service delivery components. Direct implementation of service delivery activities at 
the state level, and ensure the achievement of expected outcomes. Provide technical assistance to improve the delivery of pro-poor, high quality preventive and curative services to targeted 
populations. Provide technical assistance in the development and implementation of an essential package of care based on interventions known to maximize childand maternal health 
in resource poor settings. Explore opportunities to collaborate with the private sector and non- governmental organizations providing health services in the poorer areas. Provide technical 
assistance in service delivery to state level technical teams. Oversee the training of health. care providers in quality improvement and quality service delivery. Ensure accurate and timely 
submission of all required technical reporting and deliverables for the service delivery component of the project. 
 
QUAlIFICATIONS- Master's degree, PhD, or MO in Public Health or other relevant field. Eight (8) years of relevant professional experience. Experience in policy reform and implementation. 
Proven experience successfully managing staff, demonstrated leadership skills, strong interpersonal and communication skills, initiative, and good judgment. Ability to anticipate and 
problem solve . 
 LOGISTICS MANAGER,Provide technical assistance in the collection, collation, and analysis of requisition and issues data to the Central Medical Stores to ensure the complete, accurate, and timely issuance of health commodities to facilities. Provide technical support to health facilities in ordering, receiving and inventory management to ensure accurate record keeping and 
sustained availability of health products. Support the implementation of sustainable pro-poor drug supply strategies in coordination with other development partners including other DFID 
health programs/projects and SlPs. Provide technical support for the implementation of all Drug Revolving Fund (ORE) operations ofthe Health Commodities Program Phase III and earlier 
phases, which include but are not limited to: assessment, DRF training, ORE roll-out, mentoring, and DRF M&E. Support the specified state government in the implementation of all logistics 
system strengthening work. 
 
 QUAlIFICATIONS- Master's degree in Pharmacy, Public Health, logistics Management or other relevant field. Minimum (8) years of professional experience in health programs with significant 
logistics (logistical) components. Proven/Previous program support experience and demonstrated ability to implement, manage, monitor and evaluate community-based health services required. Logistics management experience and previous experience in having worked on programs focused on the poor and vulnerable segments of society desiered. 
 
HMIS OFFICER- Manage efforts to develop, implement, install and operate Health Management Information Systems (HMIS) in specified states. Manage the enhancement and development of 
the current HMIS system and IT plan. Supervise the development and implementation of the sustainability plan to institutionalize the HMIS' at state Ministries of Health. Ensure data accuracy, security, legal and regulatory compliance with national and international regulations and laws. Evaluate the technical contractual components with consultants, technical personnel and vendors of services and products related to HMIS
QUAlIFICATIONS- Master's degree in Public Health or Management. Minimum eight (8) years of relevant work experience managing Public Health projects and using data for management. 
Previous experience with health data management required. Strong management skills and excellent inter-personal, communication and organizational skills.
HEALTH FINANCING ADVISOR- Provide direction, leadership, and an on-going assessment of the project's health financing components. Direct implementation of health financing activities. 
Provide technical assistance on: budget development, monitoring and management; improving advocacy for increasing health sector financing; analysis of strategic plans and MTEFs; 
implementation of health sector reforms; development of a National Health Investment Plan; expenditure tracking and estimation of State Health Accounts; establishing links between 
routine HMIS and State Health Accounts; performance management and accountability; and developing alternate financial protection mechanisms. Ensure accurate and timely submission 
of all required technical reporting and deliverables for the health financing component of the project. 
QUALIFICATIONS-Master's degree in Public Health, Health Economics, Health Financing, Medicine, or relevant field. PhD or MD preferred. Minimum eight (8) years of professional 
experience in health policy reform, health economics and/or health financing. Ability to independently plan and execute complex tasks while addressing daiJy management details 
responsibilities and remaining organized and focused on long-term deadlines and strategy desirable. Expertise in Health Economics and/or Health Financing highly preferred. 
V0ICE. ACCOUNTABILIT  AND ADVOCACY OFFICER- Provide direction. leadership, and on- going assessment of the project's social policy and demand and accountability components 
 including activities to support strategic planning, analysis and interpretation of policy related developments, and the allocation of resources at the state level. Advise on inter-sectoral and 
donor coordination of demand and accountability activities. Provide practical hands-on recommendations and support at the state level to develop project partner implementing 
agencies's skills, technical capacity and competencies at the state level in the key area of demand, rights, voice and accountability and participatory development approaches . 
 QUALlFICATIONS-Master's degree in Public Health or other relevant field. At least eight (8) years of demonstrated experience managing large community participation projects, or other relevant  experience. Experience in social development policy concepts including: gender, social indusion, voice, accountability, rights-based development, demand-side approaches, civil society 
strengthening. Proven facilitation, training and/or teaching skills with policy analysis experience and demonstrated experience developing strategies with a strong focus on behavioral and 
attitudinal change communicatiorrtheories. 
M&E/KNOWLEDGE MANAGER ADVISOR- Design and develop specific M&E plans and program- level indicators for activities in specified states. In collaboration with DFID, SLPs and other donor programs, develop, track and monitor indicators related to project performance. Assist in the development and/or adaptation of M&E tools, metrics, resources and processes in·key thematic areas across outputs of the program. Collaborate with NGOs, DFID, and other SLPs and line ministries to support the implementation of state M&E strategies. Support training of staff and clients in the use of M&E and KM products, tools and resources. Maintain an accurate up-to-date records and flow of information related to M&E, KM and the overall implementation of the 
I program at the state level, including a web-based electronic archive. 
QUALlFICATIONS-Master's degree in Public Health or other relevant field. At least eight (8) years II of experience in M&E and knowledge management, preferably for donor-funded public health 
 programs. Excellent computer skills, including keyboarding, Microsoft Office (especially Word,  Excel, and Outlook), ACCESS, PowerPoint, SPSS, and health-related software packages such as 
DHIS. Significant experience in writing research for publication, presenting / disseminating research findings to public health and policy professionals. 
 
IMMUNIZATION ADVISOR- Lead in the development of immunization strategies and approaches while ensuring the achievement of strategic results in line with program objectives. Provide 
technical advice and assistance in the planning and management of the Immunization program and ensure sustainability of interventions. Exercise technical leadership for, and participate in, 
the development of the results-based sectorial work plan and technical decisions as related to immunization. Oversee the collection, analysis and evaluation of immunization information. 
Provide expert guidance and technical support to governments and NGOs at the state level in the planning, development and impl.ementation stages of the program. Coordinate with the state 
team on service delivery activities. Ensure program efficiency and delivery through rigorous and transparent approaches to program planning, monitoring and evaluation. Coordinate activities 
and exchange information and knowledge sharing with other state programs. 
QUAlIFICATIONS-Master's degree in Medicine, Public Health, Epidemiology, or other fields relevant to immunization. At least eight (8) years of professional work experience in the 
development, planning, programming, implementation, monitoring, evaluation and management of immunization programs. Experience providing technical assistance and support 
in the areas of logistics, supply chain management, and cold chain with proven skills in communication, networking, advocacy and negotiation desired.
