Heartland Alliance LTD / GTE (HA) is an indigenous non-governmental organization established to address the human rights needs of vulnerable persons in the society.

We are recruiting to fill the position below:

Job Title: Consultant - Conduct Gender Analysis for Heartland Alliance LTD / GTE on the KP CARE 1 Project

Locations: Lagos, Cross River and Akwa Ibom

Background

  • Heartland Alliance LTD/GTE (HALG) through the KP_CARE1 project is working to mitigate the impact HIV/AIDS on Key Populations and their sexual partners. This is carried out by working with CBO organizations, establishment of community centers, strengthening partnerships across secton communies, and related stakeholders.
  • KP_CARE 1 provides comprehensive package of HIV prevention and treatment services, management of sexually transmitted infections (STI), and other ancillary services KP groups using gender responsive human rights-based approach.
  • Heartland Alliance LTD/GTE (HALG) is currently seeking an experienced corporate body to conduct a gender analysis on the KP CARE 1 project in Lagos, Cross River and Akwa Ibom.

Objectives

  • Identify the extent to which gender roles and norms affect access to and utilization of HIV continuum of care:
  • Identify inequalities that may impede achieving the program goal.
  • Examine harmful gender norms and practices that affect sexual behavior, risk-taking, health-seeking behavior, HlV disclosure and violence experience and perpetuation.
  • Assess GBV response availability, adequacy, and quality of clinical and non-clinical post-GBV service.
  • Identify policies, laws and legal practices that discriminate against women, men and/or vulnerable populations and increase negative impact of HIV/AIDS.
  • Examine the relationship between gender and access to income and productive resources includin education, that may increase HIV infection vulnerabilities and access to HIV continuum of care an other health care services.

Deliverables:

  • Workplan
  • Gender analytical framework
  • Protocol that includes sample plan, timeline for fieldwork etc.
  • Questionnaires and tools (Discussion Guide and Interview questions for the different categories respondents)
  • A comprehensive gender analysis study report including findings and recommendations
  • Debrief on findings and recommendations.

Lead Staff Required Qualification and Skills

  • Advanced degree in Sociology, Public Health, Research / Monitoring and Evaluation, Internation Development, and any other relevant field
  • Minimum of 7 years of experience in international development and gender
  • Experience working on gender and health projects, including HlV projects
  • Experience in conducting gender analysis; experience conducting analysis with health / HIV projects highly preferred
  • Familiarity with Nigerian socio-cultural norms and structures
  • Knowledge of USAID and PEPFAR gender policies and strategies
  • Demonstrated skills in qualitative research methods required.
  • Demonstrated capacity to analyze complex issues, draw relevant conclusions and produce a comprehensive technical report.
  • Strong writing skills
  • Excellent interpersonal skills, including experience successfully interacting with USAID, implementing partners, government officials, civil society partners, and other stakeholders
  • Cultural sensitivity, particularly in multiethnic and multi-religious contexts.
  • Fluency in English.

  • Submitted quotes should be valid for Ninety (90) days from the day of submission to allow adequate time for organizational approval and proper procurement assessments. All submitted proposals will be evaluated based on certain criteria; this includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If you/your organization is awarded the contract, all information in the RFP and negotiation process is contractually binding.

Evaluation Criteria:

Only vendors that meet the requirements as stated above will be considered. Selected vendors will be based on best value/lowest price and must meet all requirements and specifications listed above.

Best value selection will be based [30%] on price, [40%] on past performance, [30%] on technical approach.
