Association for Reproductive and Family Health (ARFH) is a leading Non-Governmental and Not-for-Profit Organization established in 1989 by two eminent and reputable Nigerians who are the most prominent advocates of Sexual Reproductive Health (SRH) and Family Planning (FP) programming in Nigeria. ARFH, a Nigerian fully indigenous, Non- Governmental, and Not-for-Profit organization had implemented projects across the 36+1 states of Nigeria on cross cutting programs including Reproductive, Maternal, Newborn, Child and Adolescent Health plus Nutrition Investment Case (RMNCAH+N), Family Planning (FP), Global fund grants on HIV, TB and Malaria as Prime & Sub recipient, USAID grants on Orphans and Vulnerable Children (OVC) among others. ARFH since inception consistently contribute to the improvement of the quality of life of rural poor, vulnerable and disadvantaged populations.

ARFH has been at the fore-front of Health & community system strengthening, Human resource for health development in Nigeria, supporting the Government of Nigeria to advocate and domesticate health policies into implementation e.g. its task-shifting and task sharing policy through capacity building for all cadres of health care providers including Physicians, Nurse midwives, and CHEWs. ARFH has its headquarter in Ibadan and operational offices in Abuja, Lagos, and collaborate with State Ministry of Health across the 36 states plus FCT. Our mission is to initiate, promote and implement in partnership with other organizations, developmental, HIV & AIDS, TB, SRH, and family planning program and interventions for young people and adults through capacity building, technical assistance, operations research, and evaluation to improve the quality of life in Nigeria and elsewhere in Africa.

We are recruiting to fill the position below:

Job Title: Director of Programs

Location: Abuja

The Scope of Service

  • The position of the Director of Programs requires a cross-cutting skill-set coordination in RMNCHAH+NM, HIV, TB and Malaria, implementing the organization's programs and setting goals for revenue growth.
  • S/He initiates and sets goals for all programs in accordance with the strategic objectives of the organization.
  • S/He plans programs from start to completion, involving deadlines, milestones and processes as well as develops and approves budgets and operations.

Summary of Key Responsibilities of the Director of Programs

  • Provide strategic direction, leadership and management of the implementation of grants through supportive advocacy, communication, management, monitoring and evaluation of the grants
  • Provide Technical leadership and internal control on key programmatic decisions on projects for the purpose of effective communication, collaboration and institutional accountability between and among programmes staff, internal & External key holders and international partners for the purpose of leveraging on opportunities in limited resources for the purpose of gap filling.
  • Provide effective and clear direction to ensure that advocacy and programmatic objectives are met and aligned with the deliverables.
  • Increase capacity to generate and diversify revenue and fundraising to support and maintain existing programs at the various states.
  • Provide primary responsibility for ensuring development and execution of project goals and objectives in line with National strategic plan.
  • Ensure accountability of programmatic absorptive capacity, review program challenges budget tracking and risk management strategies to avert the challenges.
  • Review different concept notes, work quality and reports submitted through development of implementation of standards, controls, systems and procedures and regular evaluation
  • Ensure the coordination of review meeting processes with implementing partners and provide strategic decisions for improving grant performance
  • Track the achievement of the projects’ related priority targets and the indicators of the performance
  • Review overall progress of program implementation and provide feedback to enhance program performance
  • Provide Leadership to all Projects Implementation teams

Other cross- cutting roles:

  • Skilled in grant and proposal writing, able to set goals and develop plans for business and revenue growth for the organization
  • Scoping Donors’ funding landscapes to identify grants that match the objectives of the organization
  • Analyze grant/funding solicitations issued by donors; explore and develop partnership options with organizations and provide information and recommendations to inform decision-making about the opportunity
  • Study and comply with the requirements for Request for Proposals / Request for Applications (RFPs/RFAs)
  • Develop proposals for matching grants, collaborate with Graphic Designers during layout, conduct a final review of proposals, and ensure they are ready for timely submission
  • Review documents for clarity and accuracy based on submission requirements
  • Respond to funder questions and incorporate feedback and revisions
  • Submit / present grant proposals to potential investors, donors and business partners
  • Maintain accurate record of past and present grant opportunities, deadlines, and proposals
  • Networking: develop, maintain and strengthen relationships with current and potential donors and other stakeholders
  • Coordinate the design and implementation of components related to TB and TB/HIV collaborative activities, Malaria, HIV/AIDS, RMNCHAH+NM., PMTCT & CECAP, and other international health and development-focused programs.
  • Ensure an effective program management including development of program work plans and timelines through program review on the project with the coordinators and managers
  • Participate in conducting the capacity assessment of implementing partners and facilitate development of feasible capacity building plan.
  • Participate in the project zonal and national review meetings
  • Provide technical guidance to all project coordinators and managers on overall program implementation
  • Review of progress on a quarterly basis and ensure problem solving
  • Ensure project teams comply to donor principles and best practices are adhered to in all aspect of program management
  • Ensure timely preparation and submission of periodic program reports
  • Liaise and collaborate with development partners, government agencies, NGOs, and other organizations on donor related issues
  • Ensure timely implementation of activities,
  • Attend all partners’ meetings and coordinate periodic review meetings and reporting.
  • Advocate for sustainability from the states and encourage increased government participation
  • Review reports from states to ensure that they reflect correctly expected project performance on the field and provide feedback for improved program.
  • Represent the organization in major fora with IPs
  • Participate in operations research (protocol development, review of TOR for consultants)
  • Constantly keep updated on current issues in programming through global best practices on all donor focus areas and related subjects.
  • Provide any other role as may be required.

Qualifications Required

  • This position requires a minimum of Master's Degree in Public Health.
  • A Doctorate degree is an added advantage.
  • The candidate must have at least 7 years cross-cutting experience with NGO in International Health and Development issues, Gender Equality, Reproductive, Maternal New-born, Child, and Adolescent Health Plus Nutrition (RMNCAH+N), HIV Management and Prevention, Malaria Control and Prevention and Gender Based Violence.
  • He/she must also have excellent written and oral communication skills to present ARFH’s business development opportunities and proposal plans in a concise and articulate way and for drafting compelling and responsive content for technical proposals.
  • Must be detail-oriented, possess knowledge of current trends in donor interests, have negotiation skills and be able to conduct thorough research.
  • Have high proficiency in Microsoft Office Suite utilization, excellent organization and communication / interpersonal / presentation skills with ability to multitask and work on tight deadlines.
  • Willingness and ability to travel
