Pro-Health International is a faith-based, non-profit organization that has provided free health care services to under-served populations in Nigeria for over 30 years. CDC and USAID have funded PHI to implement HIV/AIDS prevention, treatment, and care projects, OVC projects, and Global Health security projects.

The ICHSSA-4 project is a 5-year USAID-funded award that commenced in December 2019 and will run up until December 2024. The project is being implemented by a consortium of partners, with Pro-Health International (PHI) as the lead partner and Catholic Relief Services (CRS) as the sub in Adamawa, Bauchi, and Taraba states. The ICHSSA-4 project aims to ensure that Orphans and Vulnerable Children (OVC) are cared for and protected by their households, communities, local and state governments to reduce their vulnerability to HIV.

We are recruiting to fill the position below:

Job Title: Director of Strategic Information

Location: Abuja (FCT) covering Bauchi, Adamawa, and Taraba states

Employment Type: Full-time

Reports to: Chief of Party

Job Summary / Responsibilities

  • The DSI will be the lead technical expert responsible for all SI aspects of the project, including monitoring, evaluation, analytics, and reporting of performance and results.
  • S/he will lead efforts to ensure accurate and timely performance reporting for the project. This includes overseeing support to community organizations to monitor, document, and analyze the performance of their OVC and HIV services and activities and ensure data quality.
  • S/he will liaise with relevant technical advisers and counterparts responsible for state and LGA level SI functions; and will ensure monitoring and evaluation coordination with PEPFAR and national data systems.
  • S/he will set standards for data quality verification processes including routine Data Quality Audits and provide oversight of implementation.
  • S/he will drive and synthesize analysis initiatives across program teams, provide regular analyses overviewing relevant program topics, and disseminate information to the proper stakeholders.
  • S/he will develop monitoring strategies operationalized through monitoring systems; design monitoring tools; monitor project activities, outputs, and progress towards anticipated results.
  • The DSI will be skilled in developing and using data/data analytics to aid program decision-making, with demonstrated ability to perform robust data extraction from internal and external information systems.
  • S/he will have the ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools (Power BI), making recommendations based on findings.
  • S/he will be able to portray complex data sets in easy-to-understand formats / visualizations.
  • The DSI will have a working knowledge of Nigeria’s health and social service information systems and M&E processes as it relates to data collection for performance-based reporting, with understanding, experience, and competency in working with OVC and HIV community-led organizations.
  • S/he will have the knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources, and excellent written and oral communication skills in English.
  • S/he will lead in any scheduled technical assistance activities implemented/supported by PHI, ICHSSA-4, and other approved stakeholders, and any other duties as assigned by the Chief of Party.

Minimum Qualifications / Skills

  • A minimum of Master’s Degree in Public Health, Epidemiology, Social Work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics, or a related field is required.
  • A minimum of seven (7) years of experience in USG-funded programs designing, establishing, and managing M&E systems, ensuring data quality.
  • A minimum of Two (2) years of experience in a strategic information leadership role is an added advantage.
  • Experience supervising a multi-disciplinary team of M&E experts and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Familiarity with PEPFAR data reporting requirements and systems (DATIM).
  • Excellent understanding of PEPFAR MER and GON OVC indicators
  • Understanding of USAID, PEPFAR, and GON Strategic Information/ Monitoring and Evaluation standards and practices.
  • Previous experience in providing TA to FMWASD/SMWASD/LGAs on NOMIS strategic data for program management, reporting, and documentation of best practices.
  • Demonstrated interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills. Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Ability to exercise sound judgment to meet business strategies and develops objectives that align with organizational goals and program objectives.
  • Ability to work well under pressure, with the capacity to problem solve in high-paced environments.
  • Willingness to travel up to 50% of the time.
