The Nigeria Hypertension Control Initiative (NHCI) is actively working in Kano, with 52 facilities, and in Ogun State, where 236 facilities are involved, with potential for expansion. Project HOPE is currently seeking a dynamic Program Manager to be based in Kano, playing a crucial role in the program's success. This position presents a unique opportunity to lead and coordinate NHCI’s expansion into additional states across Nigeria after the third year of implementation, contributing to significant improvements in hypertension control nationwide.

Role Overview

The Program Manager will be responsible for the strategic design, implementation, and monitoring of the NHCI deployment. The role ensures the provision of comprehensive support to address critical gaps in hypertension control nationwide. One of the key objectives will be to establish and optimize information systems for patient monitoring and program quality, reducing loss to follow-up and building sustainable capacity within local government areas, health facilities, and communities for effective hypertension management.

The selected candidate will develop strategies for resource mobilization and long-term sustainability, working closely with stakeholders at both national and subnational levels. The Program Manager will lead the technical team in producing timely quarterly, semi-annual, and annual quantitative and narrative reports. These reports will not only detail project progress but also include critical insights on lessons learned, challenges encountered, and opportunities for improvement. Additionally, the role requires fostering strong partnerships and coordination among diverse health actors to ensure project feasibility and the sustainable integration of program initiatives into national and subnational health systems.

Responsibilities

Strategic Planning

Oversee the program budget and develop annual work plans, semi-annual reports, and other necessary documentation to ensure all project deliverables meet high standards and are completed on time and within budget.

Provide leadership in developing, implementing, and assessing an integrated package of interventions aimed at strengthening hypertension control at the community and health facility levels in collaboration with key national and state stakeholders.

Operationalize and implement the Nigeria Hypertension Control program components.

Support the development, strengthening, and implementation of state and LGA strategic and annual plans.

Technical Leadership

Directly supervise Program and M&E Officers, ensuring their contributions align with project goals.

Oversee extensive technical and programmatic activities in Kano and Ogun States, ensuring high-quality, evidence-based approaches and effective implementation to improve access, use, and quality of hypertension control services at both facility and community levels.

Contribute to the development of evidence-based training materials, standards, supervision materials, job aids, and tools for diverse stakeholders in accordance with national guidelines.

Provide leadership for publications writing and best-practice documentation strategies.

Implementation

Support the development of a Detailed Implementation Plan (DIP), procurement plan, and other essential project management tools.

Coordinate the implementation of the hypertension control program, ensuring the program meets operational needs.

Organize and facilitate training sessions and capacity-building programs for health personnel and stakeholders involved in project implementation.

Produce and submit timely reports on monthly program activity and M&E requirements as needed.

Representation and Communication

Participate in and represent Project HOPE at the Ministry of Health and other coordination platforms alongside stakeholders.

Develop and maintain partnerships and linkages with sub-recipient organizations, government health departments, health facilities, and community-based organizations to ensure effective health program implementation.

Create awareness and promote Project HOPE’s principles through program and project implementation.

Qualifications and Experience

MBBS or a Master’s Degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics, or a related health field.

Over 10 years of relevant experience, with preference for candidates experienced in capacity development within government circles.
