Medical Supervisor at Medecins du Monde (MdM)

Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.

We are recruiting to fill the position below:

 

Job Title: Medical Supervisor

Location: Maidugur, Borno

Employment Type: Full-time

 

Main Responsibilities

Program Implementation:

  • Ensure the implementation of the program in the MoH facilities (Gwange 1 and Gamboru Market Dispensary
  • Respect the grant’s guidelines
  • In collaboration with PM develop the Workplan and the schedule of the activities. Ensure the respect of the deadline and report to PM in case of extended delay.
  • Respect the budget lines for the activities
  • Collaborate with MoH to strengthen health systems, focusing on capacity building and sustainable practices.
  • Supervise the sub-grantee and partners’ activities
  • Provide technical and operational support to MoH clinic staff
  • Develop MDM strategy with MDM officer to improve the quality of health delivery in MoH clinics.
  • Implement with MDM officer and facility manager a bimonthly follow up of the action plan to improve the quality of health services in MOH clinics
  • Ensure compliance with national health protocols and guidelines

 

MoH Facility support:

  • Ensure the support, in line with the grant, to be provided to the MoH clinics in terms of:  
  • Rehabilitation
  • Equipment and assets  
  • Supplies and Drugs
  • Improve the quality of services by providing capacity building and training on the different department mentioned by the proposal (PHC, SRH, GBV, MHPSS…):
  • Define the capacity building plan (formal trainings, on-the-job training, mentorship…) with the facility manager;
  • Ensure the modules and ToR are reviewed with the technical team and are in line with the National guidelines
  • Respect the budget lines for the training activities
  • Support the accountability of the facility to the community by:  
  • ensuring close relationship with the community leaders, WDC, CHIPS by developing regular meetings with partner under the responsibility of the facility manager  
  • developing a feedback mechanism with Meal Dpt, WDC and facility manager.
  • Coordinate with other actors, including UN, INGOs, and government entities, intervening in the in the MoH clinic areas

 

Supervision:

  • Organize supervisions with MdM’s technical team and facility manager monthly.
  • Organize supervisions with government representatives
  • Build and follow action plans elaborating thanks to the supervisions by monthly report
  • Discuss challenge and provide solution-oriented plan to the project manager  

 

Data Collection and Analysis:

  • Implement data collection protocols in collaboration with the MoH and meal Department
  • Ensure accurate collection and analysis of health and pharmaceutical data in MoH clinics
  • Monitor drug consumption and inform the Program Manager and MoH in case of any unusual consumption or stock shortages
  • Identify and rectify gaps or weaknesses in activities using monitoring and supervision tools

 

Reporting and Documentation:

  • Prepare weekly activity reports for the Program Manager
  • Compile epidemiological reports for inclusion in monthly medical report or other relevant reports
  • Support the MoH in compiling monthly drug consumption reports
  • Participate proactively in MdM internal meetings (medical, security, etc.)
  • Assist with monthly data reporting on Monitool, supported by the HPM and MEAL team.
  • Because of the emergency relief nature of MDM’s work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.  

 

Functional Links:

  • Line manager: He/she works under the supervision of the Program Manager
  • Functional link: GBV, MHPSS, Nutrition, Outreach and SRH technical team          
  • Background of the Candidate

 

Skills required:  

  • Medical Doctor with relevant experience in public health and project management  
  • Significant experience in similar positions  
  • Experience in supervising health facilities
  • Experience in health system strengthening project and working with MoH
  • Experience in program cycle management and budget follow up
  • Experience in outbreak management and emergency response
  • Ability to have a global overview of a program (not only on medical plan)
  • Ability to analyze an epidemiological context and propose relevant interventions
  • Ability to take quick decisions according to the context in coordination with the team  
  • Ability to manage and motivate a team
  • Knowledge of the Borno context

Salary

  • N500,000  - N750,000 Monthly.
