The National Agency for the Control of AIDS (NACA) is recruiting for four positions for the Global Fund Projects under the Federal Ministry of Health (FMoH). These positions are for a period of 20 months but are renewable subject to satisfactory performance and continued funding for the position.
Job Title: Monitoring & Evaluation Officers (2 openings)

Job Summary:
The Monitoring and Evaluation (M&E) Officers would be responsible for designing and implementing monitoring and evaluation activities, strengthening/developing a robust and effective M&E system to measure the effectiveness and impact of programs or projects and inform key decisions and adaptive management. This involves developing monitoring and data collection tools, collecting and analyzing data, conducting periodic evaluations, documenting feedback/ learnings and preparing reports to inform decision-making and improve program performance. Additionally, M&E Officers may conduct assessments, evaluations, and capacity-building activities to strengthen monitoring and evaluation systems within an organization.
Key Responsibilities
- Monitor and support collection and analysis of data generated quarterly from the National and State Laboratory Technical Working Group meetings.
- Support routine DQA, monitoring of Quality Improvement plans to ensure data quality and Review/evaluation of eN-LIS data.
- Collect and analyze baseline, mid-term and endline data with respect to access to testing, network efficiency, total cost per test.
- Monitoring Implementation progress and evaluation of referral network linkages (Impact, cost effectiveness and sustainability).
- Spot checks and Monitoring visits, to inform key learnings and provide basis for adaptive management.
- Provision of technical support in development of guidelines and SOPs on Data management.
- Conduct stakeholder analysis, risk assessment and develop response strategies in coordination with program team to ensure success of project implementation.
- Laboratory Mapping/Network – Gap analysis, capacity assessment of facility, data validation and cross referencing
- Implementation of the recommendations of NiSRN evaluation – Scheduled monitoring and spot check visits, tracking of KPIs (TAT, Temperature, triple packaging, specimen integrity), review and validation of data, analysis, performance evaluation, learning visits and identification of critical success factors to inform scale up; gap analysis for newly selected states.
- Effective tracking and reporting of program indicators.
- Support evaluations on the outcomes of the project as established during the planning phase and as required.
- Disseminate findings from evaluations to support organizational learning and contribute to policy processing or development.
- Collection of quantitative and qualitative data for periodic QMS assessments and Mentoring visits at supported laboratories using MLSCN Continuous Quality Improvement checklist structured in line with ISO 15189 quality standards for medical laboratories
- Creation of a database with backup storage for QMS, trainings and evaluation of outcomes for occurrence management and corrective actions.
- Conduct analysis of EQA data and analysis of variance for Retesting
- AMR – Support the TA on risk assessment, surveillance and monitoring of target pathogens; periodic analysis of data to monitor resistance.
- Waste Water Surveillance – Support the TA on the monitoring and collection of wastewater data; Collection, review and analysis of Integrated Surveillance data; Spot checks and monitoring visits to validate passive surveillance data across HFs
- Bio Repository and Biobanking – Support the TA on the tracking of biological specimens in context; Collection, analysis of data; Evaluation of findings/learnings.
- Carry out additional duties as may be assigned by the MLSD.
Qualifications, Experience and skills
- Sc. in Statistics, Mathematics, Computer Science or any other Science related field.
- Masters in Health Economics, Public Health or its recognized equivalent will be an added advantage.
- 3-5 years’ post-qualification experience working with at least 2 years in a GF or related grant.
- Demonstrated ability in data management and presentation
- Demonstrated skills in problem solving, report writing, and ability to complete task without close supervision.

- Perform detail-oriented work with a high level of accuracy.
- Interact with diplomacy and tact and follow-up on requests with team members in a timely and efficient manner.
- Excellent written, oral and interpersonal communication skills with ability to work as a team member.
- Strong skills in using Excel, Outlook, Power point, word processing, spreadsheet, database and presentation software (Microsoft Office applications preferred).
- Proficiency in developing data collection tools (such as google sheets, Kobo tool, ODK, etc.
- Experience in data analysis and use of SPSS, STATA, R, Power BI, SQL, Pivot tables and other relevant statistical packages.
