Press Release: The Registered Trustees of the NACPN in Conjunction with the CHPRBON Constitutes a Transition Committee to Address the Lingering Leadership Crisis Currently Bedeviling the NACHPN

In a bid to resolve all lingering leadership crisis rocking the National Association of Community Health Practitioners of Nigeria, the Registered Trustees of the National Association of Community Health Practitioners of Nigeria led by the Chairman of the Board of Trustees Alh. M. I. Yahya in conjunction with the Governing Board of the Community Health Practitioners Registration Board of Nigeria also led by the Board Chairman, Mr. S. G. Toma held an emergency joint meeting on the 18th and 19thof January, 2021 and by the powers conferred on Registered Trustees pursuant to the provisions of S. 823(2) & 830 of the Companies And Allied Matters Act, 2020 AND that conferred on the Board by S. 3(1) of the Community Health Practitioners (Registration, etc) Act, 2004, the two bodies decided to intervene in the crises.

The leadership crisis which resulted into filing of several court cases by conflicting factions of the Association and this culminated into the court order made in Suit No. YHC/204/2020 by the High Court of Bayelsa State holding in Yenagoa restraining the conduct of the National Delegates Conference of the Association slated for the 21st day of December, 2020 which was to, among other activities, elect new National Executive Officers for the Association the tenure of the immediate past National Officers having expired in December, 2020, and which made it impossible for the conduct of a proper National Delegates Conference. 

In addition to the constitutional crisis the Association was thrown into in compliance with the said Court Order and the flagrance disregard to the provisions of Rules 2(h),(m),(o) & (p) of the Constitution of the National Association of Community Health Practitioners of Nigeria by the conflicting factions, the Community Health Practitioners Registration Board of Nigeria which is saddled with the responsibility of superintending all activities of Community Health Practitioners in Nigeria is also facing difficulties in carrying out its functions under the Community Health Practitioners (Registration, etc) Act, 2004 as a direct consequence of the crisis.

To obviate these challenges and to ensure a long lasting resolution of the crisis, the following decisions amongst others, were taken at the said meeting of 18th  and 19th of January, 2021: 

  1. 1. All National Executive Committees are dissolved and a Transition Committee comprising of thirteen (13) members, two representing each geo-political zone and one for the Federal Capital Territory (FCT), with specific terms of reference will be constituted to oversee the affairs of the Association until the election of a new National Executive Members. 
  2. 2. All conflicting factions are mandated to withdraw all court cases currently pending in court as a result of the conflict in the spirit of peace and unity in the Association. 
  3. 3. The Community Health Practitioners Registration Board of Nigeria will stop further remittances to the Association until new officers are duly elected and inaugurated. 
  4. 4. All members of the Association either suspended or dismissed during the period of the crisis are recalled and will henceforth be allowed to participate in the activities of the Association in the spirit of peace and harmony.

Sequel to the resolution (1) above, the following thirteen (13) Community Health Practitioners draw from the six (6) Geo-Political  Zones of the Country and the Federal Capital Territory (FCT), were inaugurated as members of the Transition Committee on the 12th of February, 2021, to superintend the affairs of the National Association of Community Health Practitioners of Nigeria with the following Terms of Reference: 

  • I. To serve for a period not more than six (6) months. 
  • II. To mobilize members of the Association, and ensure its proper organization at all levels. 
  • III. To organize a National Delegate Conference in Abuja-FCT, for election of new National Officers for the Association. 
  • IV. To make proposals for the amendment of relevant sections of the Constitution of the Association 
  • V. To liaise with the Community Health Practitioners Registration Board of Nigeria (CHPRBN) for necessary assistance, as may be applicable. 
  • VI. To perform any other activity that would assist the smooth running of the Association.

The Transition Committee shall eschew all forms of interference that could adversely affect them in the discharge of their duties and responsibilities for the success of the assignment given to them. 

All members of the Association including the hitherto conflicting factions are therefore mandated to cooperate with the Transition Committee and give them all necessary support to successfully carry out this assignment in the spirit of the aims and objectives of the Association as enshrined in Rule 2 of the Constitution of the Association.
