NATIONAL ASSOCIATION OF RESIDENT DOCTORS OF NIGERIA (NARD)
COMMUNIQUE ISSUED AT THE END OF THE 1st NATIONAL EXECUTIVE COUNCIL (NEC) MEETING OF THE NATIONAL ASSOCIATION OF RESIDENT DOCTORS OF NIGERIA (NARD) HELD AT PAULIHAM HOTELS AND RESORTS, GWARINMPA, ABUJA, ON THE 15st OF FEBRUAURY, 2014
Preamble:
The National Association of Resident Doctor of Nigeria (NARD), held her first regular National Executive Council (NEC) meeting on the 14th - 15th of February 2014 at the Pauliham Hotels and Resorts, Gwarinpa, Abuja. The opening ceremony featured a public lecture on "Inter-professional relationship in the Health care industry: the challenges of the Nigerianal Hospital Hospital, Abuja. Also in attendance were the President of the Nigerian Medical Association (NMA, Dr Enabulele Osaho and the Hon Minister of Health - represented by Dr. O.j Amedu mni, the chairman committee of CMDS/MDs. Dr.Peter Alabi represented by Dr.Titus Ibekwe (Chairman Medical Advisory Committee (DCMAC),
This was then followed by the business session, which was well attended by NEC Members from various centers
OBSERVATIONS
A. Unresolved issues from prior engagements with the Federal government:
NEc observed that the FG is yet to fully implement the agreements reached related to proper funding of residency training implementattion of the IPPES payment system and the welfare of our members in FmC owerri as contained in the MOU signed between the environment and NARD on the 21st of October 2013.
Similarity, the inter-ministerial committee on residency training is yet in sit a month after its in inauguration
B. Recent Developments;
1. NEC observed with dismay, the sudden and unwarranted removal of teaching allowance from the emoluments of some valwgury of our members despite paying it to other allied health workers and the prevence of an adopted position on its retention for all Doctors.
2. Sudden implementation of strange policies such as non- payment of call duty allowances to our members in some institutions while they are on annual leave, In apite of the fact that our members already take more than 30 extra units of call per month which is unremunerated.
3. Termination of rural posting allowances in institution that hitherto have been enjoying it. This is surprising as the relevant authorities saddled with the responsibility of determining rural centers are yet to sit.
4. The delay in the implementation of the recently approved circulars on relativity and call duty allowance in the Consolidated Medical Salary Seale (CONMESS).
5. The progressive deterioration in the welfare and training of our colleges in LAUTECH teaching hospital Oshogbo, Osun State.
6. The failure of FG/FMOH to identify development cand be measured thereby eliminating ceaseless competition for Superiority amongst health care workers. This sets the background for emhrining international best practices
Resolutions
After exhautive deliberations on the issues highlighted above, the NEC resolved aas fellows:
That the FG/Ministry of health reviews the Mou it signed with NARD on the 21st of October 2013 with a view to facilitating a full implemantation of the provisions therein. In furtherance to this, the inter-ministerial committee on residency training is expected to sit rapidly in order to develop comprehensive funding framework and guideline tools for this specialist manpower training for doctors in Nigeria.
1. That all our member in various institutions whose teaching allowances have been unlawfully dedicated be paid forthwith by the end of February.
2. We resent any attempt by any institution in the country to remove any allowances from the emoluments of our members while on annual or maternity leave and call duty and other allowances that have already been deducted from the salaries of our members be paid by end of February.
3. That all our members who have hitherto been enjoying rural allowances and have currently in hospitals hitherto designated as rural should be paid with all arrests by the end of February
4. CMDs/MDs should without delay implement the recently approved circulars on rectified distortion in relativity and call duty allowance in the consolidatedsalaries of doctors in Nigeria.
5. Governments of Oyo and Osun States should take the situation of the joint ownership of the LAUTECh Teaching Hospital Osogbo/Ogbonoso as an emergency and take urgent steps to reposition the institution for efficient health care delivery and training of all cadres of health workers
6. FMOH should as a mutter of urgency define the rules of all health professionals in addition to their emoluments using accepted international best practices in order to restore sarity in the health sector
7. NEC will Keenly monitor the progress of events and review in one month in order to take an appropriately action. To this end, the Federal and State Governments must act promptly to avert a looting industrial strife Appreciations
