Joint Communique Issued by Health & Managed Care Association of Nigeria and Healthcare Providers Association of Nigeria on Universal Health Coverage

Joint Communique Issued by Health & Managed Care Association of Nigeria (HMCAN) and Healthcare Providers Association of Nigeria (HCPAN) on Making Health Insurance Work Better in Nigeria & Achieving Universal Health Coverage.
 
At the end of a Retreat held at the Conference Hall of the Lagos Chamber of Commerce & Industry, Alausa, Lagos, on Friday, September 23rd, 2016, on above subject, we resolved as follows:
 
1. That it is the aspiration and joy of every country to achieve universal Health Coverage (UHC) and as such, Nigeria would not be an exception.
 
2. That with this resolve, HIVICAN and HCPAN have become partners in progress with an increased level of sincerity of purpose and transparency. 
 
3. That we are committed to the ideals of UHC including access to quality and affordable healthcare services, e4uity with financial protection for all Nigerians. 
 
4. That we recognise the need to institutionalize best practices in Health Insurance in Nigeria with the NHIS ensuring that each stakeholder plays his role as enshrined in the substantive Act 35 of 1999 without changing the rules midstream. 
 
5. That Enrolee satisfaction remains a paramount goal to inspire confidence and trust in Health Insurance and we resolved that all discriminatory. activities at the point of service delivery would be eliminated. 
 
6. That we have identified challenges in respect to the rapid expansion of Health Insurance, and as stakeholders, we commit to addressing these issues through regular joint and industry engagement, viz: 
 
(a) A quarterly bilateral meeting of HMCAN and HCPAN would be established and sustained to encourage collaboration, address identified and ongoing challenges, as well as monitor progress of UHC in the country. 
 
(b) We call on the NHIS to immediately resuscitate the tripartite and quadruplet committee meetings between all Health Insurance stakeholders, consisting HMOs, Healthcare Providers, NECA and Enrolees. 
 
7. That HMC.AN and HCPAN will unite with a common pursuit for the legislative mandate for compulsory health insurance to ensure rapid expansion of risk pools and national coverage.
 
8 That we are committed to working together to adopt global best practices and industry standards, as well as ensuring compliance with the standard through self-regulation of members to eliminate unethical / unprofessional practices. 
 
9. That we set up appropriate internal and joint fora, (including technical working committees) to address the challenges with respect to quality, premium pricing, sustainable tariffs, contracting, appropriating costing of services and payment mechanism standards. 
 
10. That we recognise the need for stronger regulation by the NHIS in providing benchmarks for minimum pricing standards that will ensure adequacy for premiums and Provider reimbursements, thus, improving the quality of care available on Health Insurance Plans. 
 
11. That we believe in and jointly commit to providing public enlightentnent in conjunction with NHIS to improve awareness of Health Insurance through marketing campaigns, information, education and communication (IEC) materials as well as continued advocacy and engagement with political., religious, traditional, business, youths, community leaders and other stakeholders. 
 
12. That we commit to improve the interface between HMOs and Healthcare Providers by promoting public and private investments in appropriate IT platforms that would ease communication and create health insurance administrative efficiencies. 
 
13. That we propose the resuscitation of existing programs including the TISHIP, VCSHIP, PP SHIP, State Supported Social Health Insurance Programs (SSSHIP), NMHIP, to be implemented as quick wins in the short term for UHC scale up. 
 
14. Relaunch of the National Mobile Health Insurance Program, with massive publicity that will rapidly attract both the formal and informal sectors and accelerate UHC.
