Description
Basic Function:
To provide technical direction to implement rapid expansion of ART and PMTCT services in the priority/focus states
 
Essential Job Functions, Duties and Responsibilities
Under the technical direction of Associate Director- RAT, provide direction in the design, implementation, monitoring and evaluation of the rapid expansion at the state level
Coordinates the development and follows up implementation of work plans for PMTCT and ART expansion at the state level
Participates in meetings/events organized stakeholders and partners on PMTCT and ART expansion at the state level
Ensures coordination of the SIDHAS scale up with similar initiatives by other actors to minimize duplication and overlap at the state level
Works with relevant staff to ensure adequate support is provided to State Rapid Activation Teams.
Provides supervision and direction to State based Rapid Activation Team
Works with staff of State Rapid Activation Team to ensure achievement of deliverables.Ensures that the scale up plans, activities and reports feed and get integrated into the overall SIDHAS state work plan, budgets and reports.
Ensures availability of technical resources and integrates their efforts into overall program management.
Assists in identifying, analyzing and disseminating best practices in the rapid expansion of ART and PMTCT services.
Perform other duties as may be assigned by the State Program Manager
 
Knowledge, Skills and Abilities:
A multi-skilled person able to perform duties across different technical areas (multitasking)
Knowledge of health and development programs in developing countries in general and Nigeria specifically.
Clinical care and public health management and training experience and ability to understand full range of issues around the clinical care and prevention of HIV/AIDS, TB, malaria as well as other diseases
Knowledge of Nigerian clinical setting, including government and non-government settings.
Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
Well-developed written and oral communication skills.
Ability to travel within Nigeria 25% time.
 
Minimum Recruitment Standards:
MBBS with 5 years of progressive professional experience working in the health or development field in Nigeria is required.
A minimum of 4 years experience in care and support for HIV/AIDS especially with ARV program.
Knowledge of HIV/AIDS, TB and malaria programming issues in Nigeria.
Experience in project development, proven experience in the planning and facilitation of training, and excellent communication skills required.
A post graduate degree in a related field is essential.
Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.
