University College Hospital Ibadan to Involve Resident Doctors in Personnel Budget Preparation.

The management of the University College Hospital have in prinicple promised to involve the Association of Resident Doctors in her personnel budget preparation. This formed part of the resolutions reached at a brief meeting witht he CMD and other prinicpal officers of the UCH Management yesterday 20th october 2015 at the UCH Board room.
 
A summary of the meeting resolution between the UCH Management and the ARD UCH reads:
 
SKIPPING
It was confirmed that there was truly an attempt to remove skipping from the 2016 budget by the Budget Office with an arrangement for its payment to be in Service wide vote while NSIWC is coming with new scale and directive on skipping
 
We were also duly informed that an agreement was reached by the CCMDS and FMoH to prepare the budget with adequate provision for proper placement of doctors in various teaching hospitals in terms of skipping and relativity while further follow up is to be taken up by the NMA/NARD.
 
The CMD promised to ensure that the budget with Skipping will be shown the ARD executive before forwarding to the FMoH for the year 2016 Personnel.
 
While we await the fulfilment of the promise made by the Management to involve the ARD in her personnel budget preparation, mechanism will be put in place to follow it up and exploring all legal avenue to prevent any untoward tendencies at various levels.
 
LOCAL ISSUES
Expanded ARD exco was informed that the delay in the renovation of call rooms was due to the inability to access funds since the hospital’s integration into the Treasury Single Account (TSA). This challenge was said to have been unraveled. Hence, work is expected to commence within a week and all renovation work is to be completed in six months.
 
EXAMS AND UPDATE REFUND.
The loan refund by the ARD UCH to the Hospital Mgt is to be made by the end of the month. The CMD reassured that he will stand by his commitment of paying our members the update and exam refund immediately.
 
We expressed our skepticism after being told the money will be paid into the TSA. The CMD insisted that he will not default in ensuring the payment is made immediately.
 
IPPIS/ GIFMISS
The FG is said to be working on another platform called REMITA that will integrate both GIFMISS and IPPIS. The mercenary is said to have already been put in place only at the implementation phase.
 
APPOINTMENT OF NEW RESIDENT DOCTORS
The newly appointed resident doctors in Paediatrics and Ophthamology are expected to resume Nov 1. However, advertisement for Residency Training is expected to be out before the end of October, 2015.
 
We drew the CMD  attention to ensure that the entry point to be advertised is CONMESS 3 step 3 to avoid problems with budgeting using the OAUTHC advert as a case in point. He asked we give him the advert which will be forwarded today 21st Oct., 2015.
 
HOUSE OFFICERS
New set of House Officers are expected to also resume work Nov. 1 to complement the few we currently have and ameliorate their stress.
 
All serving House Officers are to have two months extension with pay. The extension is expected to cover the postings during the last industrial action.
