JOHESU and AHCP Communique Issued At the End of a Meeting of Federal Government Representatives and Stakeholders in the Health Sector Held On Monday 18th June, 2020

COMMUNIQUE ISSUED AT THE END OF A MEETING OF FEDERAL GOVERNMENT REPRESENTATIVES AND STAKEHOLDERS IN THE HEALTH SECTOR HELD ON MONDAY, 18TH JUNE, 2020 AT HE MINISTER OF LABOUR AND EMPLOYMENT CONFERENCE ROOM.

You would recall that there was a Memorandum of Understanding (MoU) signed on Thursday, April 21st 2020 detailing COVID-19, special incentive allowance to health workers and other matters of interest to members.

In furtherance to the above,  another meeting was called on Monday, 8th June 2020 at the instance of Hon. Minister of Labour and Employment. The Hnourable Minister of Labour and Employment gave a brief on the latest concerning the MoU signed on 21/04/2020 and the implementation strategy of the MoU on the part of the government.

The following issues were resolved for the implementation of action plan:

  1. Immediate payment of COVID-19 special incentives, Hazard/Inducement allowance for April and May, 2020 while June, 2020 will be paid by the end of June.
  2. Immediate Implementation of COVID-19 insurance cover for all health workers for the first twelve (12) months.
  3. Compensation for deceased, deformed, and incapacitated health workers in accordance with the Employees Compensation Act (ECA).
  4. Retention of the existing hazard allowance of N5,000 per month as an addition to the special COVID-19 incentives. However, promise was made for the consideration of upward review of the present meager Hazard Allowance before the end of the 6 months COVID-19 emergency.
  5. Payment of April/May, 2018 and other withheld salaries such as that of FMC, Owerri, LUTH & JUTH etc shall be considered immediately after the COVID-19 pandemic.
  6. It was also resolved that health workers who are currently due for retirement have been granted 3 months extension of service in the first instance so as to prevent shortage of manpower during this COVID-19 pandemic.
  7. The Federal Ministry of Health were directed to issue an advisory to state Governors to do same to health workers in their employ.
