Communique at the End Of Emergency Meeting of Committee of Chief Medical Directors/ Medical Directors, Federal Tertiary Hospital Held On 6th August 2015 at Abuja
The committee of Chief Medical Directors/Medical Directors, Federal Tertiary Hospital met at the New Chelsea Hotel, Abuja on 6th August 2015 to review among others, the issues of skipping on Consolidated Medical Salary Structure (CONMESS).
According to a copy of the communique sent to a medicalworldnigeria.com correspondent, the following observations were made
OBSERVATIONS
1. The Committee acknowledges Government's recent committment to skipping on CONMESS as evidenced by several correspondences and circulors from Government agencies (Offices of Head of Service of the Federation and Federal Ministry of Health). Government premises this on a similar commitment on skipping CONHESS.
2. It is obvious that no provisions were made in 2015 Personnel appropriation for payment of skipping on CONMESS in any Federal Tertiary Health Hospital. This is attested to by correspondences from relevant agency (National Salaries, income and Wages Commission, Office of the Head of Civil Services of the Federation and Budget Office of the Federation).
3. The Committee as a stakeholder in the provision of health care service in Nigeria is prepared to work with others in actualizing and sustaining industrial harmony in the Health sector.
4. The Committee appreciates the Federal Government's effort at streamlining the personnel budget through the integrated Personnel Payroll Information System .

RECOMMENDATIONS
1. To ensure immediate and wholesome implementation of skipping on CONMESS, the Committee urges Government to expedite the release of funds using mechanism available to her including but not restricted to supplementary budgeting to address the financial exigency.
2. We appeal to the Federal Ministry of Health to urgently coordinate other relevant Government agencies to put in place appropriate instruments that will ensure seamless accommodation to the financial implication of skipping on CONMESS in the 2016 Personnel Budget
3. The Committee urges the Federal Government to as a matter of urgency, migrate All Health workers to the IPPIS platform.
CONCLUSION
It is our sincere hope that these observations and recommdations will create enabling enviroment for restoration of full health care services in the Federal Tertiary Hospitals
