Communique At The End Of The 2 Day Meeting Between The Federal Government, JOHESU And AHPA

COMMUNIQUE ISSUED AT THE END OF A 2-DAY MEETING OF JOINT HEALTH SECTOR UNIONS (JOHESU)/ ASSEMBLY OF HEALTHCARE PROFESSIONAL ASSOCIATION(AHPA) WITH THE FEDERAL GOVERNMENT HELD ON THURSDAY 14th AND TUESDAY, 18th DECEMBER, 2017 AT MHWUN NATIONAL SECRETARIAT, DURUMI, AREA 1, ABUJA 
 
The Joint Health Sector Unions (JOHESU)/Assembly of Healthcare Professional Association (AHPA) met with the Federal Government on Thursday 14th and Tuesday 18th December, 2017, at the instance of the Hon. Minister of Labour and Employment to appraise the level of implementation of the Memorandum of Terms of Settlement executed on Saturday, 30th September, 2017. 
 
The meetings were held in order to avert any form of another avoidable industrial action by our members. After the meetings with the Federal Government, JOHESU and AHPA wish to inform our members as follows: 
 
1. The upward Adjustment of CONHESS Salary Scale: The National Salaries, Income and Wages Commission (NSIWC) had finished computation of upward adjustment of CONHESS Salary Scale and the computation of (NSIWC) had been forwarded to the Presidency for approval of same.
 
2. Skipping of CONHESS 10: Those who have not been paid arrears shall be paid, however, JOHESU was speedily mandated to forward the update of beneficiaries for CONHESS 10 Skipping to the Federal Government to enable the Presidential Initiative on continuous Audit (PICA) work on them so as to effect payment by the office of the Accountant General of the Federation (OAGF) 
 
3. Specialist Allowance: The cost of specialist allowance had been computed and submitted to the Federal Ministry of Health for consideration 
 
4. Same Scale Promotion: Those who are affected by scale to scale promotion are to be corrected forthwith. 
 
5.Internship: A Central placement committee to be put in place, while the memo for approval of the Federal Executive Council (FEC) will be presented by the 1st quarter of 2018 
 
6. Committee on Critical Labour Matter: Two committees are to be constituted separately to address issues of interest to JOHESU and NMA respectively. However, this is not prejudice to a single committee being setup to address issues of mutual interest and benefits to both parties (JOHESU & NMA). 
 
7. Employment of Additional Health Professionals: The process of employment of health professionals to beef up the deficiencies in manpower has started in some hospitals, but shall be intensified. 
 
8. The Implementation of Court Judgments: It was agreed that Implementation of Court judgments is not discretionary. Hence, the legal department of Federal Ministry of Health (FMoH) should meet with affected bodies to facilitate implementation. 
 
9. Enhanced Entry Point: Ennanced entry point to be verified and operated on a standard template for all concerned. 
 
10. Upward review of Retirement Age from 60 - 65 The FMoH should consummate a memo on upward review of retirement age from 60 - 65 for Federal Tertiary Health Institutions for submission to the next NCE. 
 
The Federal Government and JOHESU/AHPA is in critical constructive engagement towards the actualization of our demands to prevent breakdown of the existing industrial harmony. To this end therefore, we want to appeal to our members to be patient, and have trust in the leadership of JOHESU/AHPA that the agreement earlier reached shall be pursued for implementation with vigor and to tenacity
