FTH Ido-Ekiti Resident Doctors to Suspend 4 Months Old Industrial Action

The Association of Resident Doctors, Federal teaching hosptial Ido Ekiti have resolved to suspend thier 4 month old industrial action. This was contained in a communique sent to Medicalworld Nigeria. The communique reads:
 
COMMUNIQUE OF THE EMERGENCY GENERAL MEETING(EGM) OF THE ASSOCIATION OF RESIDENT DOCTORS, FEDERAL TEACHING HOSPITAL IDO EKITI, HELD ON THE 9TH OF OCTOBER, 2015 AT THE NMA HOUSE, ADO EKITI AT 12NOON. 
 
PREAMBLE: Arising from the EGM of the Association of Resident Doctors Federal Teaching Hospital Ido Ekiti,  held at the NMA house Ado Ekiti on d 9th of October 2015 at 12 noon, the Association of Resident Doctors, deliberated on the latest developments as regards the ongoing 4-months old industrial action and to chart a way forward having considered the plights of patients and that of  Ekiti people and d relentless intervention of Ologotun of Ogotun, HRM Dr. Samuel Oyebade and the entire Council of Ekiti State Traditional Rulers; President, Nigerian Medical Association (NMA), Sir Dr. Kayode Obembe and NOC; Chairman Ekiti NMA Dr. John Akinbote and SOC,  Ekiti NMA SEC members, all Affiliate Heads and members;  Dr. Kayode Akinlade the Medical Director Krown hospital Lagos; Ekiti State Clergy Bishop Ajakaiye and the Justice department of the Catholic Diocese; Executive Governor of Ekiti State Dr. Ayodele Fayose, Commissioner for Health, Ekiti State Dr Simeon Ojo, President, National Association of Resident Doctors (NARD) of Nigeria, Dr. Muhammad Adamu Askira, NARD NOC and Secretariat and well meaning Nigerians.

Finally, the Asssociation appreciates President Muhammadu Buhari and his Government of 'Change' for the patience, readiness and doggedness to rid our Nation, Nigeria of the 'cancer' called corruption, we join hands with you to ensure this.

OBSERVATIONS
1. The Association deeply regrets the plights of patients and Ekiti people in general having been denied quality health care in the past 4 months due largely to the fault, injustice and harsh working condition given by the Management of the hospital. 

2. The Management of the hospital headed by Dr Lawrence Majekodunmi AYODELE has not granted any of the Association's demands among which are:

A. Immediate implementation of skipping for Doctors as approved by the Federal Government in a circular dated 29th of July, 2015, Ref. No: C.2262 / T / 111.

B. Immediate implementation of the new entry point for House Officers with arrears from January 2015 as approved and clarified by the Permanent Secretary, Federal Ministry of Health (FMOH) in an explanatory note dated 29th July 2015, Ref No: C.2262 / T / 109.

C. Immediate payment of backlog of updates, revision courses, research grants & examination refunds which are yet to be paid in the last 40months.

D. Immediate payment of 2014 annual step increment to Doctors and other health workers of the hospital.

E. Immediate payment of promotion arrears to Doctors and other health care workers of the hospital. 

F. Immediate payment of relocation allowances to Doctors since the year 2012.

G. Immediate payment of salaries of the newly employed Doctors who are on IPPIS payment platform but are yet to be properly captured.

H. Immediate payment of complete salaries to Doctors on IPPIS and GIFMIS platforms who have been shortchanged for sometime now.

I. Immediate restoration of rural and teaching allowances for Doctors and other health care workers of the hospital. 

J. Downward review of the cost of patients' medical care to community-friendly levels.

K. Overhauling of existing medical equipment and consumables and procurement of new ones to boost Postgraduate Residency Training and quality health care delivery.

L. Recall and immediate employment of the best brains the Postgraduate Residency Training Program of the hospital has produced and immediate recruitment of fresh Consultants,  Residents and Medical Officers to fill up the staggering manpower deficit.

M. Scaling up effort to regain all lost accreditation in the shortest possible time and ensuring that henceforth,  such ugly incident does not repeat itself.

N. Provision of up to date Postgraduate learning materials in the hospital library and all departments.

O. Resuscitation of the moribund overseas training for Doctors and other qualified trainees of the hospital.

P. Providing a conducive environment for training and service vis-a-viz refurbishment of Doctors' call rooms, and hostels and provision of befitting call meals, it is expected henceforth that this service will be taken off the hospital's general kitchen and awarded in a transparent process to private kitchen. 
 
However, the CMD, Dr. L. M. Ayodele has written a letter of commitment dated 16/09/2015 on the modalities of granting a few of the demands; they are as follows:

A. House Officers' new entry level (CONMESS 1 step 1 with basic equivalent to CONHESS 9 step 4) shall be commenced in September 2015.

B. November 2014 skipping arrears owed Residents Doctors on GIFMIS shall be paid in October 2015 while that of December 2014 shall be paid in November 2015.

C. Recommencement of skipping for Resident Doctors and Consultants will be implemented as soon as fund is made available by the budget office of the Federation to accommodate this.  However, the financial implication for skipping for Doctors (including the 2014 and 2015 arrears) will be built into 2016 budget.

D. Discrepancies in the payment of January 2015 relativity arrears will be sorted out immediately the Resident Doctors resume duty from their strike.

E. Arrears of updates/revision courses/examination sponsorship will be jointly worked out by representatives of ARD and Management to accommodate payment of the whole or significant members on monthly basis as from November 2015.

3.  That it is regrettable, the counterproductive threats, intimidation and victimisation of the foot soldiers of the Medical profession,  the Resident Doctors by a few of their Consultants, this will not help the struggle knowing well that they benefit much more from the dividends of our agitations. It is on record that most of our Consultants/Trainers support our agitations and will do everything possible to ensure we get our rights.

4. That the supposed forensic auditing of the financial documents of the hospital as directed by Sir Dr Obembe and NMA was frustrated by the Management as the requested documents were not made available.

5. That the Association feels deeply saddened by the recent publication by the Residency Training Program (RTP); this is coercive and seen as a threatening alliance between the Management and a few of our Consultants aimed at thwarting our resolve. This would do more harm than good against the Management if we continue on such exchange of salvos.

RESOLUTIONS
After due consultations, interventions and considerations as stated above, the house agreed:

1. To suspend the 4-months old industrial action and therefore members are to resume duty onTuesday 13th October 2015 at 8a.m.
This is based on the aforementioned and the letter of commitment issued by the Chief Medical Director,  Dr. L. M. Ayodele stating how to attend to the Association's demands, however,  intensive negotiations continue.

2. To have a press conference 8am on Monday, 12th October 2015 at the Association's lounge Federal Teaching Hospital Ido Ekiti with members in their complete clinical regalia and later a tripartite agreement will be signed same day by 10am to take place in the council chamber of the Ekiti Obas in Ado Ekiti with the hospital Management and the Representatives of the Ekiti people in attendance; this agreement is intended to be reviewed in a month's time or as deemed necessary.

3. That NO FORM OF INTIMIDATION, THREATS OR VICTIMISATION OF ANY MEMBER OF THE ASSOCIATION SHALL BE TOLERATED FOR ANY REASON EITHER RELATED OR UNRELATED TO THE INDUSTRIAL ACTION.

4. That the Management having stopped the deduction and remittance of the Association's check-off dues since July 2015 should help restore the gesture.

5. That the recent publication of the RTP  dated 9th October 2015 be withdrawn as directed by the NMA President, Sir Dr. Kayode Obembe.

6. That the hospital Management should urgently see to the other demands as highlighted above and regularly inform the public and members of staff on the level of their implementation. 

7. That the industrial action will be AUTOMATICALLY RECOMMENCED without any prior congress meeting in the event the above resolutions are breached.

8. That members demand that NMA and Sir Dr. Kayode Obembe in collaboration with the relevant Federal Government agencies ensure that the hospital accounts is thoroughly audited as soon as possible.
