Association for Reproductive and Family Health (ARFH) is one of the leading Nigerian Non-Governmental Organizations implementing programs for improving Reproductive Health and Family planning (RH/FP), Care and Treatment of HIV/AIDS, Tuberculosis (TB) and Malaria etc. 

We seek applications from qualified persons for the following positions in an on-going USAID funded OVC project: Integrated Child Health and Social Services Award in Lagos State. The candidates will be based in Lagos under overall supervision of the Chief of Party. 1. Senior Program Officer-Paediatric and Maternal Healthcare Services & Priority Sub Population Care-1 Position 

The SPO will work directly with the State Program Manager and report to the Director of Programs. S/he will assist in ensuring that all project activities are in line with the Child Safeguarding Policy of ARFH and best practices, established by USAID PEPFAR, and GoN. S/he will assist in strengthening technical capacity of CBOs, and Health Facility Officials to increase service uptake by OVC and the priority sub population. 100% of his/her time per annum is chargeable to the project. 

Specific Responsibilities: 

  1. Facilitate increased case findings for HEI/CLHIV/ALHIV/CKP and other children in PLHIV households. 
  2. Participate actively in the implementation of the Paediatric ART Saturation Strategies (PASS), with support from the SPM, under the guidance of the DoP. 
  3. Coordinate ARFH facility based Case Managers and linkages with Treatment Partners at facilities, OSS Centres and Community HTS activities. 
  4. Support Implementation of HFR and tracking of UNAIDS 95-95-95 Goals. 
  5. Support the development of technically sound proposals for Paediatric and Matemal Healthcare interventions. 
  6. Supervise and ensure the successful implementation of Paediatric and Maternal Healthcare activities by CSO sub-grantees.
  7. Develop standard operating procedures for CSOs, consistent with the program proposal, Nigerian OVC Service Delivery Standards, other GON and evidence-based approaches. 
  8. Support the development of functional referral networks for vulnerable groups. 
  9. Use appropriate project management tools to plan, review and track progress on Paediatric and Maternal Healthcare activities and use of project resources (e.g. HES and SS) to achieve expected results. 
  10. Contribute to the development/update and monitoring of Paediatric and Maternal Healthcare indicators and tools particularly those required by PEPFAR and the Nigerian OVC M&E Plan. 
  11. Monitor progress toward targets; identify and implement approaches to overcome challenges. 
  12. Participate in the development of workplans, and timely submission of monthly reports, in addition to other reports that will form integral part of the quarterly reports, SAPR and APR. 
  13. Undertake other project activities as may be directed bv the PMT. 

Qualification: 

A Degree in Medical Field, Social Sciences or related disciplines with at least 5 years cognate experience, which must include at least 2 years in Programming for OVC, to mitigate the impact of HIV/AIDS. Also, preferred are knowledge of health programs with the Nigeria public sector, health system, NGOs/CBOs and collaborative relationship and liaison with community leaders. An MPH is an added advantage.
