COMMUNIQUE ISSUED AT THE END OF THE EXTRAORDINARY NATIONAL EXECUTIVE COUNCIL (E-NEC MEETING HELD ON 251" SEPTEMBER, 2016 AT THE NATIONAL TRAUMA CENTRE, NATIONAL HOSPITAL, ABUJA, FCT.
The National Association of Resident Doctors of Nigeria (NARD) held an E-NEC on 25th September 2016 at National Trauma Centre, National Hospital, Abuja and deliberated on a number of issues.
The following observations were made.
1. The Federal Ministry of Health (FMOH) through the Head, Department of Hospital Services (OHS). Dr Wapada I. Salami has been visiting Federal Tertiary Health institutions (FTHIs) purportedly on account of verification of the ability of these institution to finance personnel emoluments but have been going beyond their Terms Of Reference (TOR) by spreading false information direct, contrary to existing circulars and Federal Government directives on proper placement of doctors and their emoluments. This has created tension capable of degenerating Into industrial disharmony
2 That the attempt by the DHS at stopping Proper Placement of doctors is intentional and geared towards personal gains from the industrial disharmony their actions are generating
3. That despite the injustice perpetrated by the Heads of some FTHIs in Nigeria by failing to implement Federal Government circulars and directives on proper placement of doctors resulting in the industrial disharmony in their institutions, the same Heads have shown double standard by hurriedly implementing the 'no work, no pay' rule on industrial actions directly resulting from their treacherous behavior.
4. That the Heads of some FTHIs have plans to further perpetrate chaos in the health sector by inadequate budgetary provisions for full emolument of doctors in the 2017 personnel budget.
5. That the folbwing Heads of FTHs are responsible for the crises in their Institutions thereby sabotaging efforts at quality Healthcare delivery in the country:

(6) Dr. Sunday O. Olotu (MD, FNPH Uselu, Benin City)
(7) Dr. Victor Azubuike Osiatuma (Ag. MD, FMC, Asaba
(8) Dr. tiasu Adeagbo Ahmed (Ag, MD, FMC Owo)
(9) Dr Olatunji Alabi (Ag MD FMC Lokoja)
10) Dr Chukwu Abali (MD, FMC Umuahia)
11) Prof Lawal Khalid (CMD, ABUTH Zaria)
12) Prof Chris Bode (CMD, LUTH)
6. The non enrollment of doctors on The IPPIS platform has directly resulted In leakages and perpetrated the menace of ghost workers in the payroll of FTHIs. This is unaccePtable especialy in view of the dire straits the country presently finds itself.
7. The continued delay in release of the template on corrected House Officers entry point despite agreements reached with top government officials including the Honourable Speaker, Federal House of Representatives.
8. The delay in release and implementation of the template for Residency Training Programme (RTP)
9. Our members in State Teaching Hospitals are still groaning under the weight of irregular imcomplete remuneration despite assurances by Federal Government to bail them out financially.
10. That quite a number of peace loving Chief Executive of Federal Teaching hospital have maintained harmony in their institutions by implementing Federal Government circulars on proper placement of doctors despite inordinate pressure by a few saboteurs.
11 NARD has continued to engage relevant stakeholders in different fora in the interest of peace and industrial harmony despite the perennial injustice being meted out to our members.
RESOLUTIONS: After extensive deliberations, the following resolutions were reached;

2. The visits by officials of DHS should henceforth be limited to their TOR viz verification Only and all misinformation and intimidation of Chief Executives of FTHIs should stop with immediate effect
3 Any attempt to truncate full emolument of our members will be Stoutly resisted and lead to immediate total nationwide breakdown of cordial industrial relations.
4. The above mentioned Chief Executives who are currently responsible for industrial disharmony should be immediately called to order to avoid worsening already sour industrial relations in thelr institutions with its resultant negative effect on health indices and needless loss of lives.
5. All centers currently on strike as a result of non implementation of full salaries with lateral conversion have the full backing of NARD and are encouraged to be steadfast and activate all mechanisms within the ambits of the law to press home their agitations, and ensure their demands are met.
6. Full remunerations of doctors including provision for funding of the RTP should be adequately captured and cash backed in 2017 budget to avoid unnecessary industrial disharmony.
7. NARD once again rejects implementation of 'no work no pay policy in its entirety as our members are being punished for the ineptitude of the Chief Executives of their centers and some officials of the FMOH.
8. Federal Government should curb the leakages in the payroll of Federal Teaching Hospitals by enrolling doctors on IPPIS on or before October. 30" 2016.
9. Federal Government should ensure the release of the template On House Officer, entry Point by October 30' 2016
10. Federal Government should ensure the immediate release and implementation of the template on RTP.
11. Federal Government should explore as a matter of expedience. practical mechanisms for financial bailout of State Tertiary Health InStitutions
12. State Governments should as a matter of priority factor in the adjusted CONMESS in their respective budgets to forestall remuneration injustice meted on doctor in State Tertiary Health Institution
13. NEC accepted with modifications the conclusions reached at the end of the meeting between the NARD, FMOH and top security agencies.
