NIGERIA UNION OF ALLIED HEALTH PROFESSIONALS (NUAHP) COMMUNIQUE ISSUED AT THE END OF HER NATIONAL ADMINISTRATIVE COUNCIL AND NATIONAL EXECUTIVE COUNCIL (NAC/NEC) MEETING HELD AT THE UNIVERSITY OF ABUJA TEACHING HOSPITAL (UATH) GWAGWALADA BETWEEN 26^TH - 30^TH NOVEMBER, 2018.

The Nigeria Union of Allied Health Professionals (NUAHP) met at the UATH between 26^th – 30^th Nov; 2018 for  her NAC/NEC meetings.

The NEC deliberated extensively on challenges facing the Health Sector, Socio-Economic and Labour Matters. The meeting was attended by delegates from all the States of the Federation. The NEC commended the Management of University of Abuja Teaching Hospital for their hospitality during the meeting.

The following resolutions, decisions and recommendations were made:-

1.         STATE OF THE NATION:

i.          Security – NEC strongly condemned the killing of some members of the Nigeria Armed Forces in Bornu State and wish to commiserate with the immediate families of the fallen heroes, the Nigerian Armed Forces and the entire Nation, the federal government of Nigeria and urge the Federal Government to put up all necessary machineries to equip the Armed forces to carry out their constitutional roles of defending the territorial integrity of Nigeria.

ii.         Yellow Fever outbreak – The Council observed the recent outbreak of Yellow Fever in Edo State. The Union appreciate the government for the ongoing vaccination in the country and encourage members of the Public to get vaccinated

iii.       ASUU Strike –NEC observed that ASUU has been on strike for over four weeks we urge the Federal Government to quickly resolve the impasse so that our students can go back to school.

iv.        2019 General Elections – The NEC discussed the 2019 General Elections and urge the Independent National Electoral Commission (INEC) to put machineries to conduct a free, fair and credible elections that will be acceptable both to Nigerians and the International Communities. We urge all the Political Parties to carry out their electioneering processes within the ambit of the law and avoid violence in all ramifications.  INEC should ensure that “vote buying and selling” be avoided.  NEC encouraged all eligible Nigerians to go out and vote for leaders of their choice.

v.         National Minimum Wage – NEC discussed the National Minimum Wage and noted with dismay the attitude and actions of the Nigerian Governors Forum for not accepting the recommendations of the tripartite committee report submitted to Mr President. NEC therefore appealed to Mr President to transmit a Bill to the National Assembly to fast track the implementation of the new National Minimum Wage to avoid national industrial crisis.

2.         PROMOTION ARREARS

            NEC observed that promotion arrears of some of our members are still outstanding and accumulating. We therefore call on the government to expedite actions on the payment of these  outstanding promotion arrears to alleviate the sufferings of our esteemed members.

3.         CALL DUTY AND RELATIVITY ARREARS

            NEC observed that call duty and Relativity arrears of our members are still outstanding. NEC therefore appealed to the Federal Ministry of Health (FMOH) to ensure that these arrears are paid in earnest.

4.         SKIPPING ARREARS

            NEC also observed with dismay the continued owing of skipping arrears of our members. NEC therefore call on the government to ensure the payment of this arrears which is long overdue.

5.         EMPLOYMENT OF OTHER HEALTH PROFESSIONALS:-

            NEC noted the declining number of other Health Professionals in various Hospital across the nation due to retirement, resignation and death. NEC urged the Federal Ministry of Health (FMEH) to do a total staff audit and put up machineries in place to employ other Health Care Professionals for better and efficient health care delivery across the nation.

6.         APPOINTMENT OF CMD’S /M.D

            NEC frowned at the continuous violation of the advertorials by the Federal Ministry of Health (FMOH) and Federal Health Institutions which are not in tandem with the provisions of decree ten (10) of 1985. NEC recommends that all such advertorials should be in line with extant laws.

7.         NO WORK, NO PAY

            NEC observed with dismay the implementation of “No work, No Pay” by the Federal Ministry of Health (FMOH) While the federal government has rescind its earlier directive on implementation of that circular on ASUU while we commend the government on this, we demand that all withheld salaries of our members in various federal health institutions be paid forthwith to avoid disharmony and industrial crisis in the health sector.

9.         APPOINTMENT OF MINISTER OF HEALTH AND MINISTER OF STATE FOR HEALTH

            NEC demanded that the two offices of the Minister of health should not be occupied by Medical Practitioners Only. One should be occupied by a member of allied health professionals, to create balancing and full participation of major stakeholder in policy foundations in the health sector.

 10.      CONSULTANTS: Appointment of Consultants

            NEC demands that hospitals should employ hospital based consultants and not honorary consultants as being practiced currently. This will ensure commitment and dedication of such hospital that employ them.

11.       ALTERNATIVE DISPUTE RESOLUTION (ADR)

            The NEC observed the slow pace of discussions at the ADR and implore that the matters be resolved quickly for peace to reign in the Health Sector.

12.       NATIONAL DELEGATE CONFERENCE (NDC)

            The NEC further resolved that her NDC will hold in June 2019 at Federal Medical Centre (FMC), Keffi, Nasarawa State.

 

CONCLUSION

The NEC hereby implore government at all levels to ensure peace is restored to every sectors by implementation of policies & programmes that favour bot workers and the Civil Society.

The NAC/ NEC hereby wish the nation a very successful Yuletide Season and peaceful transition.
