Communiqué of the 37th Annual National Conference of the Association of Community Pharmacists of Nigeria (ACPN)

COMMUNIQUÉ OF THE 37TH ANNUAL NATIONAL CONFERENCE OF THE ASSOCIATION OF COMMUNITY PHARMACISTS OF NIGERIA (ACPN), "ED02018", HELD BETWEEN 1st AND 6th JULY  2018 AT SIO EVENTS CENTER, GRA , BENIN CITY, EDO STATE, NIGERIA 
 
The Theme of the conference was "Medicine Abuse in Nigeria: A Call in Action for Community Pharmacists".
 
The Conference was declared open by His Excellency, Mr, Godwin Obaseki, the Executive Governor of Edo State, ably represented by the Permanent Secretary  Ministry of Health, Dr. Ezelien Asogum. 
 
The Chairman of the occasion was His Excellency, Comrade Adams Oshiomole, the Former Governor of Edo State and National Chairman, All Progressives Congress  (APC) ably represented by Professor Julius Ihovbare, Chairman Strategic Planning Team, Edo State and former SSG of Edo State.

The Keynote Address was delivered by Professor Ray Ozolua, Professor of Pharmacology and Toxicology. Faculty of Pharmacy. University of Benin, Benin City.  The following Eminent Resource Persons presented papers during the Plenary Sessions as Sub theme speakers, Pharm Lere Baale FPSN, Pharm Abimbola Adebakin and Pharm. Adeshina Opanubi.
 
Conference deliberated on the theme and sub themes of the conference, other contemporary issues in Community pharmacy practice, the general state of the  nation, and made the following observations and recommendations. 
 
1. The Pharmacist is the expert on drugs/medicines who understands the science of medicines and uses his knowledge to ensure that the patient gets the  maximum health benefits 
 
2. Conference agreed that substance abuse is an increasing, menace pervading the society and measures must be adopted to quickly stem the tide. 
 
3) Conference observed that, there are adequate laws in the Country tO arrest the increasing menace Of Substance abuse but implementation has been poor.  Conference therefore called for more effective regulation by all agencies concerned. 
 
4. Conference recommended that though Pharmacists are at the forefront of Healthcare delivery, there is need for an integrated approach towards unifying the  healthcare sector which must be a long term project involving more resource allocation and use of technology. 
 
5. Conference stressed the need, for closer monitoring of all outlets dispensing medicines in conjunction with Government, to restore faith in the quality of medicines and curb sharp practices by untrained drug vendors who consider the service solely as a trade. 
 
6. Conference agreed that the professional role of Pharmacists should include Point of Care Tests using devices recommended for home use, responsibility for, and supervision of Patient and Proprietary medicines Vendors in their locality, using the hub and spoke model of 1:20. 
 
7. Conference deliberated on the chaotic Drug Distribution System in the country which is the root cause of the havoc wreaked by medicines abuse in Nigeria.  Conference agreed that implementation of the New National Drug Distribution Guidelines (NDDG) is overdue, as an instrument for the assurance of good quality  drug distribution in the right quantify, for the right condition, to assure the safety of the populace and nip the menace of drug abuse permanently, through  proper supervision of non-pharmacists in drug distribution. 
 
8. Conference recommended that the Federal Government should adopt an integrated health care system and adequate quality control measures to put before the  citizenry, quality healthcare delivery while also ensuring efficacy of medicines. 
 
9. Conference resolved that the new directive of the Pharmacists Council of Nigeria (PCN) stipulating that all Pharmaceutical premises be named after the  owner was a welcome initiative to curb unethical practices and ensure professionalism to pharmacy practice. 
 
10. Conference reiterated that the patients are the most important subjects in health care delivery, who are responsible for their own health. Consequently,  patients must be equipped to take care of themselves through the monitoring of their vital health indices of blood sugar, blood pressure, and weight as well  as their biological age. 
 
11. Conference deliberated on practice and business strategies to increase the satisfaction derived from community pharmacy through a proper balance of  pofeddionalism and profitability using the SKDSS Model for sustainability, reliability and reproducibility of results. 
 
12. Conference deliberated on the National Health Insurance Scheme (NHIS) and the necessary role of Pharmacists to ensure the provision of quality medicines  to both the rich and the poor using the Indian Model.
 
13. Conference urged Community Pharmacists to lead in their communities by providing information about good health practices. 
 
14. Conference was alerted on the current moves Co truncate the May 18, 2018 approval of the Consultancy Cadre for Pharmacists by the Lagos State Government  (LASG) Conference was particularly seiisitized that these moves Were coordinated by a prominent member of the Executive Council who has become a recurring  phenomenon from 1999 to 2018M in principal capacities, at the Lagos State Ministry of Health. 
 
15. Conference reminded the Lagos State Government that When injustice becomes law, resistance becomes a duty, emphasizing very strongly that justice can  only be truth in action. 
 
16. Conference Further posited that truth must be perceived as being objectively authoritative in all parameters. For leaders to meet their prime motive of  turning dreams to reality in any sane clime. Community Pharmacists under the aegis of the Association of Community Pharmacists of Nigeria (ACPN) cautioned  the Lagos State Government (LASG) not to jeopardize its well-known appellation and celebration as a Centre or Excellence through a descent to fascism backed  by internal sycophantic structures, personality cults and external forces of oppression as this would be the express implication of circumventing the  Consultancy Cadre circular of Pharmacists which is a legitimate product of negotiations between JOHESU and Lagos State Government (LASG) as a condition  precedent to call off the last nationwide strike of health workers in Lagos State Government facilities in particular. 
 
17. Conference reasoned albeit strongly that if it would amount to a betrayal of gargantuan monstrosity if the Lagos State Government (LASG) reneged on its  agreement through a policy somersault inflicted by a rival profession as the consequences will impact on industrial peace if actualized eventually. 
 
18. Conference lamented the obviously slow pace of the Federal Government (FG) in redressing the welfare of public sector Pharmacists and other health  Workers with particular regards to adjustment of CONHESS scale as was done with CONMESS scale for their counterparts in Medical practice. 
 
19. Conference berated the Federal Ministry of Health (FMOH) and its principal actor who have continued to employ devious diabolism and other insulting  ancient tactics to truncate benefit packages for health workers apart from Doctors in Nigeria. 
Flowing from the above, conference admonished the President Muhammadu Buhari led Federal Government (FG) to be wary of 5th columnists who epitomize a  disjointed consortium of entrepreneurs at the Federal Ministry of Health (FMOH) that have specialized in forcing the hands of the Federal Government (FG) to  embrace a particular and unique brand of a "Nigerian" Healthcare Model where all privileges and resources must be at the whimsical and capricious  propensities of only one privileged profession at the expense of others in a multi disciplinary sector. 
 
20. Conference approved of the proposal of its Working Committee that the Chairman and National Executive Committee (NEC) should commence the mobilization of all health professionals in the Private Sector to join forces to convey disapproval of Government methodology through  a landmark withdrawal of services on  agreed dates all over the country in the weeks ahead if the tyranny against health workers persist in the next few days.
 
21. Conference noted with much nostalgia the agony suffer by fresh Pharmacy graduates in securing placements for the one-year compulsory professional on the  job (internship) training, hence ACPN passionately appeal to the Federal Ministry of Health to as a matter of urgency come up with central internship placement for freshly graduated Pharmacists. While encouraging the Pharmacists Council of Nigeria to accredit more Community Pharmacies as internship training centers. 
 
22. Conference appreciated His Excellency the Executive Governor, the government and the good people of Edo State for their care and hospitality.
