PRESS RELEASE ISSUED AT THE END OF THE EXTRAORDINARY NATIONAL EXECUTIVE COUNCL MEETING (ENEC) OF NATNAL ASSOCIATION OF RESIDENT DOCTORS OF NIGERIA (NARD) HELD AT NATIONAL TRAUMA CENTRE. NATIONAL HOSPITAL ABUJA (NRA) ON TUESDAY 27'“ MARCH 2018.

AGENDA

UNJUST EXIT OF RESIDENT DOCTORS IN JOS UNIVERSITY TEACHNG HOSPITAL (JUTH)

In line with the above. NEC extensively deliberated on the issues affecting Resident

Doctors in Nigeria with emphasis on Residency Training Programme in JUTH

The lollowing observations were made:

1. The Federal Ministry of Health released an extant circular on duration of Residency Training Program (RTP) on 18“ July 2014.

2. The Management of JUTH is yet to recognize the July 2014 extant circular on duration of RTP and therefore not implementing same.

3. There is a court injunction restraining the 1om Management from unjustly exiting Resident Doctors in August. 2017. but the Management at will has continued to exit Resident Doctors despite the recent court injunction-

4. JUTH Management has been withholding dues deducted from Members of the Congress of ARD JUTN since January. 2018 which NEC condemns and strongly frowns at.

5. The Residency training Act is still awaiting Presidential assent

RESOLUTIONS

i. That a 3oday ultimatum starting from Monday 2“ April 2018 be issued to the Federal Government of Nigeria through the Federal Ministry oi Health (PMOH) and Management oi JUTH to enable them comply with the following:
Recall all Resident Doctors in mm whose appointments have been unjustly terminated sinoe My, 2014.
Recall all Resident Doctors in FMC Umuahia whose appointments have been unjustly terminated since May, 2017.
Pay all emoluments ol the affected Doctors in lull from the above stated date.

ii. NARD demands that all Federal Teaching Institutions who are yet to begin implementation of the July 2014 circular e.g FMC Umuahia, 08m Benin City and umi llorin should as a matter of urgency commence same.
iii. FMOH is advised to dispatch the stated July 2014 extant circular to keep all Chief Medical Directors in proper perspective.
iv. NEC demands that Federal Government of Nigeria meets all outstanding agreement as contained in the OMB/2017 Memorandum of Terms of Settlement (Mo705) between Government, NARD and NMA.
v. NSC unanimously requests the President and Commander in Chief of the Armed Forces of the
Federal Republic of Nigeria to use his good office to graciously assent to the RIP Act in order
to lay to rest all the contentious issues affecting Resident Doctors in fligen'a.
vi. That the Management of lUTl-l remit forthwith all monies belonging to ARD rum and NARD to their respective coffers.
vii. in the event of Government‘s failure to meet up with resolution i, ii, iv, and vi above. NARD might not be able to guarantee industrial harmony in her respective branches.

APPRECIATION
NARD wishes to appreciate the President and Commander in Chief of the Armed F orces of the Federal Republic of Nigeria. President Muhammadu Buhari GGR, the Chief Medical Director of NHA Dr. JAF Momoh, the entire Congress of ARD NHA, all NEC members from different parts of the country and wish all a safe journey to their respective destinations and a happy Easter Holiday.
